A dOAQU1N Environmental Health Department <br /> COUNTY <br /> CP22 - HW SQG Inspection Report <br /> Facility Name: Facility Address: Date: <br /> 99 Cents OnlyStores#264 1449 W March LN, Stockton June 27 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> -One plastic tote on pallet 3 was observed open and had pooled absorbent at the bottom. See IMG_1529 <br /> -A green bottle of household cleaner was observed sticking out of a cardboard box on Pallet 1.White staining was <br /> visible around the lid and coming from underneath the lid. The bottle was not containerized. See photo IMG-1516. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately contain all waste determined to be hazardous. Manage the waste according to <br /> Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department describing the storage and final disposition of the cleaned up <br /> waste. <br /> This is a repeat violation (Class 2) Violation. <br /> 76 CA Health and Safety Code 25189.5(c)3050-Abandonment/IIlegal Disposal/Unauthorized Treatment-General. <br /> OBSERVATION:The facility failed to dispose of hazardous waste after the store closed in 2024. During the inspection, <br /> three pallets of merchandise were observed in the back stockroom. One of the pallets had individual items stored in <br /> plastic bags with hazardous waste labels. See IMG_1528, IMG_1535 and IMG_1536 <br /> Items with visible hazardous waste labels include: <br /> -Two retail size "LA Totally Awesome Cleaner with Bleach". See photo IMG_1527 and IMG_1528 <br /> -Three retail size Laundry Detergents. See photos IMG-1508, IMG_1528 and IMG-1536 <br /> -One retail size spray bottle of Windex-See IMG_1535 <br /> REGULATION GUIDANCE: Any person who knowingly transports or causes the transportation of hazardous waste,or <br /> who reasonably should have known that he or she was causing the transportation of any hazardous waste,to a facility <br /> which does not have a permit from the department issued pursuant to this chapter,or at any point which is not <br /> authorized according to this chapter, shall, upon conviction, be punished by imprisonment in a county jail for not more <br /> than one year or by imprisonment pursuant to subdivision (h)of Section 1170 of the Penal Code. <br /> CORRECTIVE ACTION: Immediately dispose of all hazardous waste in accordance with Title 22 CCR. Provide <br /> disposal records for wastes determined to be hazardous wastes and a corrective action statement to the San Joaquin <br /> County Environmental Health Department within 30 days. <br /> This is (Class 1)Violation. <br /> Overall Inspection Comments: <br /> (Continued from violation#11 above) <br /> Pallet 3 (right pallet, see photo IMG_1537): <br /> -Contents of the stacked plastic totes on the pallet. See IMG_1529 and IMG_1534 <br /> -Visible contents in the top totes include individually bagged items (cleaning products, motor oil, etc.) in clear <br /> plastic bags. Multiple unlabeled bags were observed mixed in with and stored in the same totes as bagged items <br /> labeled with the words"hazardous waste".
