Large Quantity Hazardous Waste Generator Program Inspection Report <br />Date: <br />July 01, 2025 <br />Facility Address: <br />7679 LONGE ST, STOCKTONVESTIS SERVICES LLC <br />Facility Name: <br />Environmental Health Department <br />14 CA Code of Regulations 66262.11 3030005 - Determined if waste generated is hazardous waste <br />OBSERVATION 1: An incomplete hazardous waste determination was made for the wastewater pit sludge. EHD issued <br />a document request to the facility on 7/3/25. As a result of the document request, EHD received test results for <br />wastewater sludge dated 7/22/25. EHD reviewed the test results and found the determination was incomplete. The test <br />results indicated that chromium had a Total Threshold Limit Concentration (TTLC) of 730 mg/kg. A Toxicity Characteristic <br />Leaching Procedure (TCLP) was not provided for the chromium. In addition, a fish bioassay was not provided for the <br />wastewater sludge. <br />OBSERVATION 2: Per documentation provided by Aaron Spehling, GM, on 7/11/25 in response to the document request <br />issued by EHD, wastewater pit #1 failed hydrostatic testing conducted on 9/28/24 and 3/1/25. On 9/28/24 the pit lost 12 <br />inches within 24 hours and then 4.5 additional inches, for a total of 16.5 inches lost. On 3/1/25 the pit lost 13 inches <br />within 24 hours and then an additional 4.5 inches, for a total of 17.5 inches lost. <br />REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste as <br />specified in Title 22 California Code of Regulations (CCR). A business operator shall keep records of any hazardous <br />waste determinations made in accordance with Title 22 California Code of Regulations (CCR) section 66262.11 for at <br />least three years from the date that the waste was last sent to an on-site or off-site treatment, storage, or disposal facility. <br />CORRECTIVE ACTION: For observation 1, immediately make a complete hazardous waste determination for the <br />wastewater sludge and manage it according to Title 22. Submit a statement and supporting documentation with your <br />hazardous waste determination. Provide disposal records for wastes determined to be hazardous wastes. For <br />observation 2, determine if a release has occurred and assess the extent of contamination. Submit supporting <br />documentation to the EHD within 30 days. <br />This is a Repeat (Class 2) Violation. <br />20 CA Code of Regulations 67100.7, 67100.8 3010018 - LQG conducted a source reduction evaluation review and plan <br />every four years <br />OBSERVATION: This facility, a large quantity generator, does not have a complete hazardous waste management <br />performance report on site for the year 2022. <br />REGULATION GUIDANCE: See Title 22 California Code of Regulations sections 67100.3, 67100.7, 67100.8. <br />CORRECTIVE ACTION: Immediately prepare a complete hazardous waste management performance report for the <br />year 2022. Provide a corrective action statement and supporting documentation to the San Joaquin County <br />Environmental Health Department (EHD) within 30 days. <br />This is a (Class 2) Violation. <br />24 CA Health and Safety Code 25189.5(a) 3050002 - Disposed of hazardous waste at an authorized location <br />OBSERVATION: The pH circle graph for the week of July 22, 2024 shows a pH of <2.0 released from the facility's <br />wastewater treatment unit on July 26, 2024. The hazardous waste release to the local Publicly Owned Treatment Works <br />(POTW) onsite connection and was approximately 450-gallons (flow rate of 30gpm for approximately 15 minutes). The <br />release was documented on the facility's July 2024 monthly pH Compliance Reporting Form. <br />REGULATION GUIDANCE: The disposal of any hazardous waste, or the causing thereof, is prohibited when the disposal <br />is at a facility which does not have a permit from the department issued pursuant to this chapter, or at any point which is <br />not authorized according to this chapter. Hazardous wastes shall be disposed of only by transportation to a permitted <br />hazardous waste treatment, storage, and disposal facility (TSDF) or other authorized point. <br />CORRECTIVE ACTION: Immediately cease disposal of hazardous waste to unauthorized locations. Provide a corrective <br />action statement to the San Joaquin County Environmental Health Department within 30 days. <br />This is a (Class 1) Violation. <br />1868 E.
