A cluster of three buildings (a shop, a pole barn, and a duplex) is located on the
north side of the Site. Several vehicles were observed parked within the pole
barn, including a truck loaded with five oil or fuel tanks with dispensers. Oil
staining to soil was observed at several locations in the pole barn, including two
beneath the tank-carrying truck. A few smaller soil stains were observed on the
ground surface near the shop.
The in-use domestic well was observed to the north of the pole barn. An older
water well was observed to the northwest of the shop building. Three new-
looking pole-mounted transformers were noted near the old well; no stickers
indicating that the transformers are free of polychlorinated biphenyls (PCBs)
were observed on the transformers.
To the west of the shop and pole barn, three aboveground storage tanks (ASTs)
were observed in a concrete secondary containment. Mr. Olagaray indicated
that the tanks are a 10,000-gallon diesel, a 1,000-gallon diesel, and a 500-gallon
gasoline.
Further west from the tank enclosure was the duplex. A pile of tires and two
automotive batteries were observed near the duplex. Mr. Olagaray indicated that
the tires and batteries belong to one of the tenants and will either be used or
appropriately disposed. The newest water well was observed to the south of the
duplex; it is not currently connected to a pump.
Agricultural equipment was stored to the west of the duplex. To the north of the
structures, a large plastic fertilizer tank (empty), a mobile spray tank, five square
plastic fertilizer tanks, and various pieces of agricultural equipment were
observed. A pump (from the irrigation ditch), water filter, and large fertilizer tank
were observed on the opposite side of the driveway from the structures.
To the north of the Site is Highway 12, followed by orchards, vineyards, open
land, and two agricultural building clusters; trucks carrying large aboveground
storage tanks were observed at the western of these (Alpine Helicopter). To the
west of the Site was Peatland Road, followed by orchard. To the east was a field
planted with alfalfa. Vineyards and open land were observed to the south. To
the northeast of the Site was a granary with several large silos.
LOGE 2548 4
