5.0 INTERVIEWS
5.1 Interview with Client
Mr. Olagaray was interviewed during the site visit on November 6, 2025. He
indicated that he has owned the Site since 1993. He stated that the Site has
always been vineyard during his ownership, but he is beginning to remove the
vines from portions of it to replant with orchard. Mr. Olagaray does not plan to
build on or sell the new lots after the subdivision.
According to Mr. Olagaray, the buildings on the Site were constructed in the
1970s. When asked about former structures on the Site, he stated that he had
noticed some fragments of glass and concrete near the northeast corner of the
Site when he first acquired it, but the land has been deep ripped since then.
Three water wells are located on the Site, he said: an old well dating from the
1970s (rarely used due to salinity levels), a well from the 1990s (currently in use),
and a new well drilled in 2015 (reserved for future use). He stated that the only
septic system on the Site is for the duplex.
Mr. Olagaray indicated that agricultural chemicals are stored inside the shop
building. Three above-ground storage tanks are located within secondary
containment on the Site, he stated: a 10,000-gallon diesel tank, a 1,000-gallon
diesel tank, and a 500-gallon gasoline tank. He added that a natural gas well
had been drilled on the southern side of the Site but was abandoned in 1995.
Mr. Olagaray was not aware of any underground fuel tanks, automotive or
equipment maintenance, waste dumping (besides an occasional used tire),
buried debris, or other environmental issues affecting the Site.
6.0 SITE DOCUMENTS
6.1 Environmental Health Department Records
Hazardous Materials Records
The San Joaquin County Environmental Health Department was contacted
regarding the Site addresses of 11510 West State Route 12, Lodi. According to
correspondence with that agency (November 18, 2025), any records on file for
the Site address are available online.
LOGE 2548 5
