Large Quantity Hazardous Waste Generator Program Inspection Report <br />Date: <br />December 8, 2025 <br />Facility Address: <br />2112 E Louise AVE, LathropLATHROP WATER TREATMENT FACILITY / COR <br />Facility Name: <br />Environmental Health Department <br />35 22 CCR 12 66262.17(a)(1)(E) 3030020-Inspects all hazardous waste containers at least weekly <br />OBSERVATION 1: The hazardous waste storage areas are not inspected weekly. Utility Maintenance Supervisor Phil <br />Humphrey stated they conduct inspections monthly. <br />OBSERVATION 2: The facility has a system of recording monthly inspections on their checklist with a corresponding <br />email and photos. Multiple monthly records include comments identifying real or potential compliance issues requiring <br />follow-up. Corrective actions were not documented. Examples include: <br />-March 2023 checklist: <br />-"No" was marked with the comment, "Silva had 5 gallon buckets filled" for 'Empty containers are empty'. <br />-"No" was marked with the comment, "Various containers throughout" for 'Containers are properly labeled'. <br />-October 2023 checklist: <br />-A question mark and the comment "Not dated on used oil" for 'Used oil filters offsite within 180 (1 year if <1 ton)'. <br />-January 2024 email: <br />-"The press area needs to be cleaned better than it is. No arsenic cake should be on the ground." <br />-"There are some spray paint cans that were just lying on the ground outside the animal shelter they need to be picked <br />up." <br />-March 2024 email: <br />-"There is a 5 gallon bucket in the paint shed with what looks like oil in it." <br />-"There is a white jug that says triple rinsed on 11-13-22 but there is a milky substance in it. Needs to be labeled <br />properly." <br />-"There are 2 buckets in the universal waste area that have liquid in them and we re not sure what the liquid is." <br />-September 2025 email: <br />-"Light bulbs need to be placed in enclosed packaging." <br /> <br />(Continued in Overall Inspection Comments section at the bottom of the report) <br />This is a Repeat (Class 2) Violation. <br />75 22 CCR 23 66273.34 3030008-UWH labeled all universal waste <br />OBSERVATION: The facility has not labeled their universal waste (UW) as required by this section. The following <br />universal waste was observed on-site missing the words "universal waste" and an accumulation start date: <br />-One open 5-gallon plastic bucket approximately half full of bulbs <br />-One small bucket labeled "Alkaline Batteries" <br />-One open plastic trash can overfilled with lighting ballasts <br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66273.34 Labeling/Marking <br />CORRECTIVE ACTION: Immediately label the UW as required by this section. Various UW can be appropriately labeled: <br />"Universal Waste - Batteries", Universal Waste -Mercury-Containing Equipment Universal Waste-Lamps or Universal <br />Waste-Electronic Devices Provide a corrective action statement and supporting documentation to the San Joaquin <br />County Environmental Health Department within 30 days. <br />This is a (Minor) Violation. <br />1868 E.
