SITE-SPECIFIC HEALTH AND SAFETY PLAN FOR PHASE II ENVIRONMENTAL SITE ASSESSMENT <br /> Emergency Response <br /> July 7, 2023 <br /> • Advise the client of spill discharge notification requirements and determine who will complete and <br /> submit forms. (Do not submit or report to agencies without the client's consent.) Document each <br /> interaction with the client and regulators and note, in writing; name, title, authorizations, refusals, <br /> decisions, and commitments to action. <br /> • Do not transport or approve transportation of contaminated soils or product until proper manifests <br /> have been completed and approved. Be aware that soils/ product may meet criteria for <br /> hazardous waste. <br /> • Do not sign manifests as generator of wastes unless you have been given appropriate training <br /> and approval for signing on behalf of the generator; contact Project Manager or Waste <br /> Compliance Manager to discuss waste transportation. <br /> The Project Manager will involve the client/generator in the Incident Investigation process. The <br /> client/generator is under obligation to report to the proper government agencies. If the spill extends into <br /> waterways, the Coast Guard and the National Response Center will be notified immediately by the client <br /> or by the Stantec Project Manager with the client's permission. <br /> 1.7 INCIDENT REPORTING PROCEDURES <br /> This section outlines the procedures that will be followed in the event of an incident. A flowchart and a <br /> table with necessary contact information (phone numbers, fax numbers, and email addresses)for incident <br /> reporting are also provided. <br /> In the event of an incident: <br /> 1. Stop Work, stabilize the situation, and secure the site. <br /> 2. Report all incidents, injuries, spills, non-conformance events, permit exceedances, and potential <br /> incidents (near losses) immediately to the SHSO, who will then notify the Stantec Project <br /> Manager. If you are unsure whether or not something should be reported, Stop Work and <br /> proceed with notification anyway. Anyone reporting an event must speak to a live Stantec <br /> person (SHSO, corporate HSSE team personnel, project manager, etc.)— not voice mail— <br /> before the verbal reporting requirement is considered complete. <br /> 3. The Stantec Project Manager will make internal notifications*to the following: <br /> • The Regional HSSE MANAGER for the location (or one of the other HSSE MANAGERs if the <br /> designated HSSE MANAGER does not answer) <br /> • The office OSEC <br /> • The National Account Manager <br /> • If a team member does not answer, leave a detailed message with a number at which you can be <br /> reached, and follow-up with another call later. <br /> Stantec <br /> 1.5 <br />
