Stockton Propeller, Inc. - 9 - 10 May 2022 <br /> Order R5-2022-0806 <br /> amount up to $5,000 a day for each violation pursuant to Water Code section <br /> 13268, subdivisions (b)(1) and (d)(1), or referral to the Attorney General for <br /> enforcement. <br /> 30.This Order is issued under authority delegated pursuant to Water Code section <br /> 13223 and Central Valley Water Board Resolution R5-2018-0057. <br /> REQUIRED ACTIONS <br /> IT IS HEREBY ORDERED that, pursuant to Water Code section 13267, the Parties <br /> shall comply with the following provisions. <br /> 1. By 10 June 2022, the Parties are required to complete and return to the Regional <br /> Board a Site Audit and Chemical Storage and Use Questionnaire (Attachment <br /> A). <br /> 2. By 25 May 2022, SPI is required to submit a Revised Septic Tank, Leach Field <br /> Soil, and Groundwater Sampling Work Plan. This work plan is to inspect the <br /> septic tank condition, collect and analyze additional samples from the septic tank <br /> and soil around the septic tank, conduct a geophysical investigation to identify the <br /> location(s) of the leach field and collect representative soil samples from the leach <br /> field, and complete a groundwater investigation. As discussed in Finding 20, the <br /> sampling plan SPI submitted on 22 February 2022 partially complies with this <br /> required work plan by proposing sampling soils surrounding the septic tank (NES, <br /> 2022). The Revised Septic Tank, Leach Field Soil, and Groundwater Sampling <br /> Work Plan shall include the remaining investigative work. The Central Valley Water <br /> Board staff will review and comment on the Revised Septic Tank, Leach Field Soil, <br /> and Groundwater Sampling Work Plan. The Central Valley Water Board Assistant <br /> Executive Officer may reject the reports if any are deemed incomplete and/or <br /> require revisions to comply with this Order. <br /> 3. Field work shall be completed by 1 October 2022. 60 days after the field work is <br /> complete and the laboratory results are received, the Parties are required to submit <br /> a Site Investigation Report. The Site Investigation Report shall include the <br /> following elements, at a minimum: <br /> a) Description of work performed, summary tables of the sample results, <br /> certified laboratory reports, maps and figures depicting the soil and <br /> groundwater analytical results and corresponding locations. <br /> b) Conceptual Site model. <br /> The Central Valley Water Board staff will review and comment on the Site <br /> Investigation Report. The Central Valley Water Board Assistant Executive Officer <br /> may reject the report if it is deemed incomplete and/or requires revision to comply <br /> with this Order. <br />
