Review <br /> Safety Data Sheets (SIDS). <br /> • All potentially hazardous conditions should be properly identified, and the hazard should be <br /> isolated or barricaded to prevent injuries. <br /> • Take extra care when working near or with heavy equipment.Always maintain awareness of your <br /> surroundings. If you are not operating equipment, then stay outside of operating radius when <br /> equipment is in use. <br /> • Coronavirus Disease (COVID-19) is an infectious respiratory disease. To minimize the spread of <br /> this disease practice social distancing, wash hands frequently and stay home if you are sick. <br /> • Use common sense and stay alert. <br /> 3 PROJECT INFORMATION <br /> CDIM has developed this HSP for work to be performed during the PEA(project)required by the CalEPA <br /> Department of Toxic Substance Control (DTSC). CDIM Engineering, Inc. prepared a Preliminary Endangerment <br /> PEA and Work Plan' on behalf of FIP to assess impacts of the historic operations at the Martin Metal Finishing <br /> Inc. (MMF)location at 1250 South Wilson Way in Stockton,California(the Site)and to identify whether remediation <br /> or mitigation is necessary to achieve Site Certification from DTSC. <br /> The Site has been occupied by industrial users since sometime prior to 1950. MMF occupied the Site <br /> from approximately 1981 to 1990 and performed metal plating and painting onsite. The operations included <br /> chemical dip tanks and rinse tanks, and wastewater pretreatment. Wastes generated by the operations included <br /> solvents and metal-laden filter cake from pretreated wastewater. In 1984, the City of Stockton (City) discovered <br /> that MMF had been illegally discharging wastewater to Mormon Slough via storm drain trenches and storm <br /> drainpipes. The storm drainpipe from the trench to the Mormon Slough outfall was replaced sometime around <br /> 1979, reportedly before MMF operations commenced. <br /> The purpose of the PEA is to address data gaps from previous Site investigations and to collect data <br /> representative of current Site conditions,the objective of which is to evaluate the ongoing impact of historical MMF <br /> activities on the Site and in Mormon Slough and any necessary remediation or mitigation to achieve Site closure <br /> certification from the DTSC. <br /> This HSP applies to CDIM and all subcontractors, including the Driller. This HSP establishes the policies <br /> and procedures to be implemented to provide a safe, healthful, and productive work environment including <br /> COVID-19 and social distancing requirements. This HSP has been prepared to meet the requirements of: <br /> • OSHA requirements outlined in the Code of Federal Regulations (CFR) Title 29, Section <br /> 1910.120; <br /> • California Code of Regulations (CCR), Title 8, Section 5192; and <br /> • Other State and Local Health Orders. <br /> ' CDIM, 2022.
