<br />Preliminary Closure and Postclosure Maintenance Plan 2-10 Department of Public Works/Solid Waste <br />North County Recycling Center and Sanitary Landfill County of San Joaquin <br /> <br />Based on recent refuse disposal rates and the volumetric capacity consumed by this disposal NCRC&SL is expected to reach capacity in approximately 2065 (JTD Table 2). <br />Within the year prior to a partial closure, a contractor will be selected and the closure construction will start and end in one construction season. Subsequent to closure, a CQA Report will be submitted with As-Built Plans to support certification of closure. <br />Full landfill closure will be completed within two years after reaching full capacity. Two years prior to final closure, the County will submit a Final Closure Plan, identifying the work included with closure and a schedule for implementation. This submittal will include a CQA Plan and construction specifications for final closure construction activities. The County may submit these final plans within five years of anticipated partial closure in lieu of submitting new or updated Preliminary Closure and Postclosure Plans. Closure design documents and a CQA Plan will be submitted to regulatory agencies approximately one year prior to partial closure. <br />The County intends to close parts of the landfill (partial final closure), as filling operations are progressively completed. The County will submit Partial Closure and Postclosure Maintenance Plans prior to the anticipated date of a partial closure phase, as needed for regulatory review. <br />2.7 Land Use of Closed Area <br />Section 21790(b) 5 requires a description of proposed postclosure land uses. Section 21190(b) allows development as open space and Section 21190(c) requires proposed postclosure land uses, other than non-irrigated open space, to be submitted for review and approval. <br />The NCRCSL will be utilized as a non-irrigated open area upon closure. The closed landfill area will include landfill facilities such as drainage pipes and structures, benches, access roads, and LFG wells and collection piping. <br />Grass will be planted during closure for erosion control, and the site will be monitored, inspected, and maintained per the approved Postclosure Maintenance Plan. <br />An LFG flare and/or electrical generation facility will be maintained on site. This facility may be placed on the top deck of Area 1 (Figure 5). Adequate foundation materials will be placed under the flare station equipment as needed if this location is selected. <br />2.8 Preliminary Closure Cost Estimate <br />Section 21790(b)(1) requires a closure cost estimate which includes the cost of preparing the Final Closure Plan. Section 21820(a) requires the estimate to be based on hiring a third party contractor to close the landfill in accordance with the submitted Closure Plan. The preliminary cost estimate (Table 2) includes these aspects. <br />
