<br />Preliminary Closure and Postclosure Maintenance Plan 3-1 Department of Public Works/Solid Waste <br />North County Recycling Center and Sanitary Landfill County of San Joaquin <br /> <br />3.0 Postclosure Maintenance Plan <br />3.1 Postclosure Land Use <br />Section 21825 requires a description of the planned postclosure activities as a basis for the cost of postclosure maintenance. Subsection (b)(1) requires that this cost estimate be in accordance with Section 21190. Section 21190(b) allows use as non-irrigated open space without submittal to regulatory agencies for approval. Section 21769(c)(2)(H) also allows use as non-irrigated open space without submittal of maps, development features, water balance, and monitoring schemes to detect penetration by precipitation. <br />The County plans to use the NCRCSL property as non-irrigated open area in the postclosure period. The vegetated final cover system and the site will be monitored, inspected, and maintained per the approved Final Closure and Postclosure Maintenance Plan. It is anticipated that the present practice of grazing the site by sheep for vegetation control will be continued. <br />A LFG flare and/or an electrical generation facility may be constructed on site. Possible locations include the south-west corner of the property and the deck of Area 1 (Figure 5). This facility will be in place prior to final closure, and will be described in the Final Closure and Postclosure Maintenance Plans. <br />3.2 Monitoring and Control Systems <br />The current monitoring and control systems for the landfill include the LFG monitoring and control system; groundwater, surface water, and unsaturated zone monitoring systems; and the leachate monitoring and control system. <br />LFG migration monitoring is provided by monitoring the perimeter migration monitoring wells. It is assumed that the migration monitoring wells will continue to be acceptable in the postclosure maintenance period, which require quarterly monitoring. <br />LFG migration and emissions are presently controlled by collection of LFG from wells or horizontal collectors, and treatment by flaring. LFG condensate is handled as leachate per the WDRs. <br />Postclosure emission and monitoring will include operation, maintenance, and monitoring activities to ensure compliance with applicable San Joaquin Valley Air Pollution Control District requirements, including surface emissions monitoring. <br />Groundwater, surface water, NPDES, and unsaturated zone monitoring will include all facilities described in the Closure Plan. It is assumed that this monitoring and reporting will be similar to those now in place, which include quarterly groundwater elevation and semiannual water quality laboratory testing.
