Preliminary Closure and Postclosure Maintenance Plan 3-2 Department of Public Works/Solid Waste
North County Recycling Center and Sanitary Landfill County of San Joaquin

Leachate monitoring and control will include operation, maintenance, and monitoring of the facilities similar to today’s practice. Leachate will continue to be returned to the refuse in accordance with the WDRs. The procedures for monitoring and reporting during postclosure are assumed to be similar those in the current WDR for the landfill, which include monthly volume and periodic leachate laboratory analyses.
3.3 Postclosure Maintenance
Section 21180 requires that areas in which final cover is placed, whether in Partial or Final closure, be maintained to reduce impacts to health and safety, and that such maintenance be identified and carried out in accordance with an approved Postclosure Maintenance Plan. Section 21825 and 21830 require a preliminary description of the methods, procedures and processes that will be used to maintain, monitor, and inspect the closed landfill during the postclosure maintenance period in order to provide the basis of the estimate of postclosure maintenance costs.
3.3.1 Maintenance of the Integrity and Effectiveness of the Final Cover This program will involve repairing the cover as necessary to correct the effects of settling, subsidence, erosion, or other events in accordance with Section 21090(a)(3)(B) and (4).
The program must also include a schedule for periodic monitoring to inspect the integrity of the low-hydraulic-conductivity layer, periodic identification of problem areas (e.g., erosion, damage, and severe settlement), prompt cover repair, and vegetation maintenance. In the case of the NCRC&SL, the evapotranspirative final cover will be proposed as an engineering alternative to a low-hydraulic-conductivity layer.
A postclosure inspection program will ensure that the landfill cover retains its integrity as follows:
• Evidence of Erosion: During the winter months, a survey will be conducted after the first major rain event. Another survey will be conducted after the rainy season.
• Ponded Water: The final cover will be inspected after significant rainfall events to identify areas that pond water. When conditions allow, the identified areas will be filled and graded to eliminate low spots and promote positive drainage.
• Exposed Refuse: Survey in conjunction with erosion inspection. Exposed refuse is a serious condition that will require the replacement of the closure barrier layer. Such replacement will be as approved by the regulatory agencies with jurisdiction over these matters, and will be documented and certified by an engineer licensed in the State of California.
• Periodic Leak Search: To determine if leaks in the final cover may have occurred, the landfill surface will be surveyed visually annually during spring/early summer to detect cracks and to identify areas of visible differential settlement. In addition, the surface emission monitoring for the LFG control system indicate leaks in the final cover. If LFG is detected above regulatory limits for surface emission, then the County will take remedial action to bring the site into compliance.
