North County Recycling Center and Sanitary Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br />Page 18 <br />Green Waste Receiving and Recycling: Green waste <br />consisting of plant and vegetation debris and wood is <br />received in a mostly paved outdoor area to the south of the <br />Maintenance Building (Map 3). Green waste is manually <br />off-loaded by landfill users and is stockpiled until it can be <br />chipped / shredded by an on-site contractor. The chipped <br />material is then sold by the contractor to landscapers, <br />homeowners, the County and other consumers. Colorants <br />are added to some of the chipped material. Colors include <br />“premium black” which is comprised of black carbon, and <br />“premium brown” and “premium sunburst red” which both <br />have iron oxide as one of the key ingredients. Both wind and <br />water dispersion of chipped and dyed materials is a concern <br />for this area. The materials in this process include the following: <br /> <br />• Soil. <br />• Organic material and dust. <br />• Dyes and colorants. <br />• Trash <br />• Fuel, oil/grease. <br /> <br />The above industrial activities may include the following potential pollutants: BOD causing <br />material (organic material and carbon, propylene glycol from the colorants), pH <br />altering material, solids (floatable, suspended, and settable), iron and iron oxide, fuels <br />and oil & grease from equipment and vehicles, trash, pathogens / bacteria, sediment <br />from dirt areas and wind-blown dust. <br /> <br />6.1.2 Material Handling and Storage Areas <br />San Joaquin County has the following material handling and storage areas.
