North County Recycling Center and Sanitary Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br />Page 37 <br />8.1.3 Spill and Leak Prevention and Response <br />San Joaquin County employs the following activities and procedures to maintain compliance <br />with the permit requirements: <br />Table 8.1.3 – Spill and Leak Prevention and Response Measures <br />Row <br />No. Minimum Permit Requirement Facility-Specific Implementation <br />1. Establish procedures and/or controls to <br />minimize spills and leaks; <br />Spill procedures and controls are identified in the <br />facility’s Spill Prevention Control and Countermeasure <br />Plan. Refer to Section 3.2 for more information. <br />San Joaquin County employs the following procedure <br />for spill response for surface spills or sheens: <br />1. Quickly identify the source and assess the situation. <br />2. Immediately contact the Landfill Operations <br />Manager and, if necessary, call 911. <br />3. Seal affected or potentially affected drains with <br />plastic. <br />4. Contain the spill and prevent it from reaching storm <br />drains by using available spill response equipment <br />and material if it is safe to do so. <br />5. Document the spill response and corrective action <br />and file a copy in the landfill administrative office. <br />2. <br />Develop and implement spill and leak <br />response procedures to prevent industrial <br />materials from discharging through the <br />storm water conveyance system. Spilled or <br />leaked industrial materials shall be cleaned <br />promptly and disposed of properly; <br />3. <br />Identify and describe all necessary and <br />appropriate spill and leak response <br />equipment, location(s) of spill and leak <br />response equipment, and spill or leak <br />response equipment maintenance <br />procedures; and, <br />The facility maintains sufficient emergency response <br />equipment, including absorbents, drain blockers, shovels <br />and brooms, to respond to spills of oil and other <br />hazardous materials and to prevent such releases. The <br />facility maintains an inventory of the spill control <br />equipment and conducts routine inventory inspections. <br />Below is a summary of a typical equipment inventory, <br />and the respective storage locations. <br />Spill Control Kits: Spill control kits are located in the <br />recycling center as well as the maintenance building. An <br />inspection card shall be posted with the kits and shall <br />require a review of the inventory list and their condition, <br />the date, name of the inspector, and pertinent <br />observations or deficiencies. <br />Additional Emergency Equipment: Additional <br />emergency equipment available in the plant for use by <br />personnel during an emergency includes firefighting <br />equipment, consisting of firefighting hoses and water, <br />carbon dioxide, and dry powder fire extinguishers located <br />according to need. <br />Oil Spill Kit Cart: The cart contains absorbent booms, <br />drain covers, 50–lb. bags of diatomaceous earth, 100 <br />absorbent pads, a 55-gallon empty barrel, five 5-gallon <br />buckets of absorbent, and a roll of absorbent mat. <br />Safety Equipment: A typical inventory of safety <br />equipment in stock includes chemical resistant gloves, <br />suits, boots, splash goggles, and apron. An eye wash and <br />emergency showers are also available.
