North County Recycling Center and Sanitary Landfill
Storm Water Pollution Prevention Plan

Page 38
Row
No. Minimum Permit Requirement Facility-Specific Implementation
4.
Identify and train appropriate spill and leak
response personnel.
San Joaquin County conducts mandatory employee new
hire training. Storm water and spill response training is
conducted annually. Train green waste contractor
personnel.

8.1.4 Material Handling and Waste Management
San Joaquin County implements permit compliant BMPs for material handling and waste
management:
Table 8.1.4 – Material Handling and Waste Management Measures
Row
No. Minimum Permit Requirement Facility-Specific Implementation
1.
Prevent or minimize handling of industrial
materials or wastes that can be readily mobilized
by contact with storm water during a storm
event;
All disposed materials, including those that can be
readily mobilized, are compacted in the landfill and
covered daily. Storm water that is captured in a
module is pumped from the modules to retention
basins and the conveyance system which ultimately
discharges into the Interim Sedimentation Basin,
where sediment is allowed to settle, and pollutants
and trash can be removed. Receiving, sorting, and
maintenance activities are performed predominately
under a rain proof cover.
In the green waste area, the surfaces are inspected
daily for wind-blown or tracked-out wood mulch.
Wood mulch that has been processed by chipping /
shredding green waste is stored in contained and
covered stockpiles. Mulch that has been blown or
tracked from the stockpiles is swept up and returned
to the stockpiles.
2.
Contain all stored non-solid industrial materials
or wastes (e.g., particulates, powders, shredded
paper, etc.) that can be transported or dispersed
by the wind or contact with storm water;
These are contained within the covered recycling
center or within the active landfill module. The
module is designed to minimize wind-blown debris
and sediment and to impound storm water until it can
be pumped out of the module. Portable wind screens
are used to capture fugitive trash.
In the green waste area, the surfaces are inspected
daily for wind-blown or tracked-out wood mulch.
Wood mulch that has been processed by chipping /
shredding green waste is stored in contained and
covered stockpiles.
