North County Recycling Center and Sanitary Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br />Page 39 <br />Row <br />No. Minimum Permit Requirement Facility-Specific Implementation <br />3. <br />Cover industrial waste disposal containers and <br />industrial material storage containers that <br />contain industrial materials when not in use (See <br />Genera; Permit Section X.H.1.d.iii); <br />Landfill modules are covered at the end of each <br />operating day with “daily cover” which consist of <br />soil or tarps. <br />In the green waste area, the surfaces are inspected <br />daily for wind-blown or tracked-out wood mulch. <br />Wood mulch that has been processed by chipping / <br />shredding green waste is stored in contained and <br />covered stockpiles. Mulch that has been blown or <br />tracked from the stockpiles is swept up and returned <br />to the stockpiles. <br />4. <br />Divert run-on and storm water generated from <br />within the facility away from all stockpiled <br />materials; <br />The landfill has an extensive network of storm water <br />conveyance swales and piping to prevent run-on and <br />storm water runoff from coming into contact with <br />industrial or stockpiled materials. <br /> <br />Compost sock berms will be used around the <br />stockpiles of dyed wood mulch to treat runoff from <br />the piles and to help direct flow away from the piles. <br />5. <br />Clean all spills of industrial materials or wastes <br />that occur during handling in accordance with <br />the spill response procedures (Section X.H.1.c); <br />and, <br />San Joaquin County employees and contractors <br />immediately clean up spills of oil or fuel from <br />vehicle and equipment operation, fueling, and <br />maintenance. Landfill crews canvas the facility <br />picking up fugitive trash. <br />6. <br />Observe and clean as appropriate, any outdoor <br />material or waste handling equipment or <br />containers that can be contaminated by contact <br />with industrial materials or wastes. <br />Equipment is inspected and cleaned, as necessary, <br />before leaving the active landfill modules or <br />recycling center. <br />Equipment used in the green waste area that has dye <br />residue on it is covered with a tarp or plastic sheeting <br />prior to anticipated rain events. <br />8.1.5 Erosion and Sediment Controls <br />The North County Landfill disposal area covers <br />approximately 185 acres of which 63 acres have <br />received waste. The remaining area is comprised of the <br />recycling center building, maintenance/office building, <br />parking lots, access roads, storm water conveyance <br />systems, Interim Sediment Basin, setbacks for <br />environmental monitoring, and firebreaks. Except for <br />the flare station and internal roadways which are paved <br />or utilize crushed rock, most of the facility and the <br />areas permitted to receive refuse consist of vegetative <br />permeable surfaces, which are less prone to erosion. <br />The climate is “semi-arid” with the average annual <br />precipitation near the landfill being 17.5 inches. The <br />landfill is not irrigated and, therefore, the surface <br />vegetation becomes dormant in the dry months.
