Daily cover material is obtained by excavating from <br />the area of the next planned module or from the stockpile on site. Waste is covered with a <br />minimum thickness of 6 inches of soil and/or tarps at the end of each operating day to control <br />vectors, fires, odor, blowing litter, and scavenging. <br />Daily cover reduces percolation of liquids through the waste. An intermediate cover consisting <br />of at least 12 inches of soil over 6 inches of daily cover is placed on surfaces of the fill where <br />no additional refuse is placed within 180 days. Surfaces that have reached final elevations or <br />which are not at final elevations, but which will not receive refuse within two years must be <br />provided with “partial cover” in accordance with the WDR. Partial cover requires that slopes <br />of 5:1 and less have a total of 3 feet of compacted soil. If it is a slope steeper than 5:1, a total <br />of 2 feet of compacted soil is required. <br />The surface of the landfill and surrounding areas are required by the WDR to be inspected <br />monthly, within one week of significant storm events, and before the storm season (prior to <br />September 30 of each year). Areas found with limited vegetation that might be subject to <br />erosion are noted on a map and scheduled for the replacement of the soil (if needed) and <br />reseeding.
