When necessary, <br />the ISB is drained to the adjacent creek. For years when rainfall is not heavy, a discharge may <br />not be needed from the ISB to the creek. <br />8.1.6 Employee Training Program <br />San Joaquin County recognizes the importance of employee training and utilizes the following <br />permit-required training procedures. <br />Table 8.1.6 – Employee Training Program <br />Row <br />No. Minimum Permit Requirement Facility-Specific Implementation <br />1. <br />Ensure that all team members implementing <br />the various compliance activities of this <br />General Permit are properly trained to <br />implement the requirements of this General <br />Permit, including but not limited to: BMP <br />implementation, BMP effectiveness <br />evaluations, visual observations, and <br />monitoring activities. If a Discharger enters <br />Level 1 status, appropriate team members shall <br />be trained by a QISP: <br />San Joaquin County requires annual training of <br />employees and regular contractor personnel for spill <br />prevention and response and storm water pollution <br />prevention. New employee orientation also covers <br />these topics. Because San Joaquin County has <br />entered Level 1 status (see Exceedance Response <br />Actions (ERAs) in section 12.0) a Qualified <br />Industrial Storm Water Practitioner (QISP) is <br />contracted and appropriate team members are <br />trained. <br />2. Prepare or acquire appropriate training <br />manuals or training materials; <br />Training materials are maintained in the <br />administrative building. <br />3. <br />Identify which personnel need to be trained, <br />their responsibilities, and the type of training <br />they shall receive; <br />San Joaquin County personnel needing to be trained <br />and their responsibilities are listed in Table 3.1.1.A <br />of Section 3.1 of this SWPPP. They receive training <br />on BMP implementation, BMP maintenance, and <br />General Permit storm water monitoring <br />requirements. <br />4. Provide a training schedule; and, <br />Specific BMPs and storm water monitoring training <br />is usually conducted sometime during the dry <br />season (July-September), prior to the start of the <br />next rainy season. <br />Table 8.1.5.B – Sedimentation Control BMPs
