SAN JOAQUIN Environmental Health Department <br /> —COUNTY <br /> CP26 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> NORCAL FUELS 13300 N WEST LN, STOCKTON JUN 13, 2026 <br /> 12 23 CCR 16 2660(d) 2011017-All test results have been submitted to UPA within 30 days of testing date <br /> OBSERVATION: Owner/Operator failed to submit test results to the UPA within 30 days of performing the test. The <br /> Monitoring System Certification conducted on 7/2/2025 was submitted to EHD on 2/18/2026, 200 days late. <br /> REGULATION GUIDANCE: § 2660(d)Test Results - Underground storage tank owners or operators must submit <br /> completed test results to the Unified Program Agency within 30 days of performing the test. <br /> CORRECTIVE ACTION: Submit test results to UPA within 30 days and ensure all test results are submitted to UPA <br /> within 30 days of performing testing. <br /> This is a Repeat(Class 2)Violation. <br /> 23 23 CCR 16 2652(a)(2) 2031013 - LLD on piping meets monitoring requirements, audio/visual alarm okay for emergency <br /> tank (TCR 9d) <br /> OBSERVATION: Owner/Operator failed to comply with the following: Line leak detector(LLD) monitors pressurized <br /> piping to detect a 3.0 gallon per hour release rate at 10 pounds per square inch within an hour and restrict or shut off the <br /> flow of hazardous substance through the piping when a release is detected. The 87 leak detector failed during testing. <br /> REGULATION GUIDANCE: § 2652(a)(2) Failure of the line leak detector(LLD) monitoring pressurized piping to detect a <br /> 3.0 gallon per hour release rate at 10 pounds per square inch within an hour and restrict or shut off the flow of hazardous <br /> substance through the piping when a release is detected. <br /> CORRECTIVE ACTION: This was corrected on site. The leak detector was adjusted during the inspection and passed. <br /> This is a (Class 2)Violation. <br /> 34 23 CCR 16 2631(a), (f)-(j) 2031017 - DO inspections completed at least every 30 days and meet all requirements (TCR <br /> 12) <br /> OBSERVATION: Facility did not comply with the following DO inspection requirements: The designated operator has <br /> been incorrectly writing that Secondary Containment Testing is due by July 2026 or on pre-2026 DO Reports, that the <br /> Seconday Containment Tesing was last conducted 7/19/2023. Secondary containment was last conducted on <br /> 12/13/2023 and is due next December 2026. <br /> REGULATION GUIDANCE: § 2631(g) The designated underground storage tank operator visual inspection must identify <br /> compliance issues which cause the underground storage tank system to be out of compliance (3) Review the testing and <br /> maintenance records for the underground storage tank system to verify that all required testing and maintenance have <br /> been completed; (4) Review the facility employee training records to verify that all facility employees have been trained in <br /> accordance with section 2631(c);§ 2631(h)The report must include, at a minimum, all the following:(1)A copy of <br /> documentation demonstrating each action taken in response to each compliance issue identified <br /> CORRECTIVE ACTION: Ensure that facility is complying with all DO inspection requirements noted above. Submit copy <br /> of compliant DO inspection record. <br /> This is a Repeat(Class 2)Violation. <br /> 40 23 CCR 16 2613(e) 2011002 - Installation, repair, lining, integrity, calibration, and release records maintained for life of <br /> UST <br /> OBSERVATION: Records of installation, repairs, linings, intregrity certification, tank calibration charts, and/or <br /> unauthorized release reports were not kept onsite, or offsite if approved by the UPA, for the life of the UST. <br /> REGULATION GUIDANCE: § 2613(e)The following records must be maintained by the owner or operator on site, or off <br /> site at a readily accessible location if approved by the Unified Program Agency, for the life of the underground storage <br /> tank system: (1) Installation records including, but not limited to: (A)Installation test results; (B)Manufacturer checklists <br /> and manuals; and (C)As-built drawings.
