Small Quantity Hazardous Waste Generator Program Inspection Report <br />Date: <br />April 29, 2026 <br />Facility Address: <br />24323 N HWY 99, ACAMPOJAHANT FOOD N FUEL STOP <br />Facility Name: <br />Environmental Health Department <br />40 22 CCR 16 66266.130; HSC 6.5 25250.22 3030004-Properly manages used oil filters and fuel filters <br />OBSERVATION: Used fuel filters out of compliance with the storage rules were observed on-site. The following used <br />metal fuel filter was observed on-site: <br />-One fuel filter, which Manager Amrit Sandhu stated was a waste, was observed inside a trash bag with other trash <br />inside a closed room where the UST monitoring panel is located. <br />-No disposal records for used metal fuel filters were observed on site during the inspection. <br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br />California Health & Safety Code section 25250.22 Fuel Filters <br />CORRECTIVE ACTION: Immediately drain all metal oil and fuel filters of free-flowing liquid, store them in closed, <br />rainproof containers. Label the container with the words "used fuel filters". Mark the container with an accumulation start <br />date. Dispose of all used filters stored on-site greater than one year or with no accumulation start date. Used filters not <br />stored, handled and disposed of according to this section are regulated as hazardous waste. Provide a corrective action <br />statement, disposal records and supporting documentation to the San Joaquin County Environmental Health Department <br />(EHD) within 30 days. <br />This is a (Minor) Violation. <br />51 22 CCR 12 66262.16(b)(7)(B) 3010022-Posted valid emergency information next to the telephone <br />OBSERVATION: Modified contingency plan information was not posted at the facility. <br />REGULATION GUIDANCE: The business operator must post the following information next to telephones or in areas <br />directly involved in the generation and accumulation of hazardous waste: the name and emergency telephone number of <br />the emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of the <br />fire department unless the facility has a direct alarm. <br />CORRECTIVE ACTION: Immediately post the modified contingency plan information or keep a copy of a complete <br />consolidated emergency response / contingency plan on-site. Provide a statement to the San Joaquin County <br />Environmental Health Department that the correction is complete. <br />This is a (Class 2) Violation. <br />53 22 CCR 12 66262.16(b)(6)(B), 66262.16(b)(6)(D) 3030032-Facility equipped with all required emergency equipment <br />OBSERVATION: The facility is not equipped with the following equipment: hazardous waste storage drum(s). <br />REGULATION GUIDANCE: All facilities shall be equipped with the following, unless it can be demonstrated to the <br />Department that none of the hazards posed by waste handled at the facility could require a particular kind of equipment <br />specified below: (a) an internal communications or alarm system capable of providing immediate emergency instruction <br />(voice or signal) to facility personnel; (b) a device, such as a telephone (immediately available at the scene of operations) <br />or a hand-held two-way radio, capable of summoning emergency assistance from local police departments, fire <br />departments, or State or local emergency response teams; (c) portable fire extinguishers, fire control equipment <br />(including special extinguishing equipment, such as that using foam, inert gas, or dry chemicals), spill control equipment, <br />and decontamination equipment; and (d) water at adequate volume and pressure to supply water hose streams, or foam <br />producing equipment, or automatic sprinklers, or water spray systems. <br />CORRECTIVE ACTION: Immediately install the following equipment: hazardous waste storage drums. Provide a <br />corrective action statement and supporting documentation to the San Joaquin County Environmental Health Department <br />within 30 days. <br />This is a (Class 2) Violation. <br />1868 E.
