Small Quantity Hazardous Waste Generator Program Inspection Report <br />Date: <br />April 29, 2026 <br />Facility Address: <br />24323 N HWY 99, ACAMPOJAHANT FOOD N FUEL STOP <br />Facility Name: <br />Environmental Health Department <br />4 22 CCR 12 66262.16(b)(7)(C) 3020001-Employees thoroughly familiar with all waste handling and emergency <br />procedures <br />OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented) that employees <br />who handle hazardous waste were properly trained. <br />-Employees were unaware of requirements for maintaining an EPA ID number, maintaining disposal records, and <br />management of used fuel filters. <br />REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br />waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br />emergencies. <br />CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San Joaquin <br />County Environmental Health Department (EHD) for employees whose responsibilities include hazardous waste. <br />This is a (Class 2) Violation. <br />8 22 CCR 12 66262.40(a) 3010010-Signed copy of Uniform Hazardous Waste Manifest kept for 3 years <br />OBSERVATION: The facility could not provide hazardous waste disposal records for the past three years during the <br />inspection. <br />REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with <br />section 66262.23(a) for three years or until the generator receives a signed copy from the designated facility which <br />received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was <br />accepted by the initial transporter. <br />CORRECTIVE ACTION: Provide a copy of disposal records for the past three years, 4/30/2023 through 4/30/2026, for all <br />hazardous waste including all petroleum contaminated solids (used absorbent, dispenser nozzles/hoses, fuel filters, etc.) <br />and all petroleum contaminated liquids (waste fuel, test water, etc.). Provide these records and a corrective action <br />statement to the EHD within 30 days. <br />This is a (Class 2) Violation. <br />13 22 CCR 12 66262.11 3030005-Determined if waste generated is hazardous waste <br />OBSERVATIONS: This is an unresolved violation from the 6/28/21 inspection report: <br />"The facility had all of the fuel dispensers (gasoline/diesel) replaced in May 2021 by Elite IV Contractors. Per Amrit <br />Sandhu, manager, the old fuel filters filters were taken by Elite IV for disposal. Elite IV did not leave any disposal records <br />on site for the waste and the facility did not have any fuel filter waste on site during the inspection." <br />REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste as <br />specified in Title 22 California Code of Regulations (CCR). <br />CORRECTIVE ACTION: Immediately cease disposal of used fuel filters, make a hazardous waste determination for it, <br />and manage it according to Title 22 CCR. Use Safety Data Sheets (SDS), waste sampling and test results or other <br />knowledge to support your hazardous waste determination. Waste testing must be done using methods specified in Title <br />22 CCR including sections 66261.20-24. Submit a statement and supporting documentation with your hazardous waste <br />determination. Demonstrate current storage and labeling for wastes determined to be hazardous wastes. Provide <br />disposal records for wastes determined to be hazardous wastes and stored longer than the number of days specified in <br />Title 22 CCR for your hazardous waste generator status. <br />This is a Repeat (Class 2) Violation. <br />1868 E.
