2.4 UNLOADING
Unloading in the MRF at the commercial side is through mechanical unloading only. Unloading
at the self-haul side is for both mechanical and manual unloading. MRF staff are present at all
times on both the commercial and self-haul side of the MRF to direct incoming customers where
to unload materials and maintain traffic control. MRF staff ensure that unloading is done
according to facility safety guidelines and frequently check loads for prohibited and hazardous
wastes. If any hazardous wastes are discovered in the stalls, then the area will be cordoned off
and hazardous waste response plan procedures will be implemented. Customers will be directed
to unload at the appropriate disposal areas.
A MRF staff member will be present in the commercial and self-haul green waste, containerized
self-haul recycling, carpet, and mattress unloading areas (Figure 2) upon receiving notification
from the scale house of an incoming load. MRF staff will monitor for prohibited and hazardous
waste during unloading at these areas. The unloading areas for green waste will be divided with
concrete K-rails for safety and material separation. K-rails will also serve as safety barriers
around the self-haul recycling area. Areas for unloading within the self-haul recycling area will be
clearly marked with signage and white paint, and will be supervised by staff who will guide traffic
and check loads. Bins will be emptied as needed. A small bin may be placed in this area to
collect minimal amounts of residual waste that may be present in recycling loads. Stalls for
unloading carpet and mattresses will be marked on the asphalt pavement with white paint.
Before closing, LTS staff will load disposed carpet and mattresses into fully enclosed and
covered trailers with locking doors. Cardboard will be placed in a designated bin. Green waste
will be stockpiled in preparation for loading. The self-haul recycling area will be cleaned and
inspected for litter at the end of each operating day.
City of Manteca staff will guide the incoming food waste trucks in the MRF and inspect the load.
Food waste trucks will mechanically unload food waste inside the MRF in a designed area
(storage bunker) cordoned by steel or concrete walls (Figure 2).
2.5 PROCESSING
2.5.1 Separation
Recyclable material recovered from commingled sources in the MRF are separated and pushed
aside by loaders for further processing.
