The following is an itemized list of violations that have not been addressed for METAL <br /> FINISHING SOLUTIONS - STOCKTON CA as of April 06, 2026. <br /> Open violations from November 04, 2025 inspection <br /> OBSERVATION: Owner/Operator failed to maintain annual training records for at least three years. <br /> -Annual training records for Allan Rodriguez were observed. <br /> -Annual training records were not available for any employees for the year 2023. <br /> -Annual training records were not available for any employees for the year 2024 <br /> REGULATION GUIDANCE:The large quantity generator shall ensure that facility personnel take part in an annual <br /> review of the initial training and shall maintain training records on current personnel until closure of the facility and <br /> training records on former employees for at least three years from the date the employee last worked at the facility. <br /> CORRECTIVE ACTION: Maintain copies of training records for the require time period and ensure that all required <br /> information is included in the Training Program Plan. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> OBSERVATION: The business operator could not produce documentation during the inspection that demonstrates <br /> employees have received job specific hazardous waste training every 24 months. <br /> -The hazardous waste training records for 2025 are missing the job title and written job descriptions including <br /> qualifications and duties for all employees. <br /> -The training records for Travis Bates &Chad Yelm are incomplete. During the inspection, Vice President,Allan <br /> Rodrigues stated that these two employees have additional duties that require additional training but no additional <br /> training records were observed. <br /> REGULATION GUIDANCE:The large quantity generator shall ensure all facility personnel who are involved with <br /> hazardous waste management activities successfully complete training concerning the requirements of this chapter <br /> and any relevant hazardous waste procedures applicable to job tasks and functions performed by the facility <br /> personnel. <br /> CORRECTIVE ACTION: Immediately train all employees involved with hazardous waste management in relevant <br /> hazardous waste procedures applicable to job specific tasks and functions. Provide training documentation to the San <br /> Joaquin County Environmental Health Department(EHD)within 30 days. The documentation must include a list of <br /> training topics, date of training,job title, name of employee,written job description (qualifications and duties), and <br /> employee signed (or certified)record that documents the training. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Page 4 of 7 <br />
