The following is an itemized list of violations that have not been addressed for METAL <br /> FINISHING SOLUTIONS - STOCKTON CA as of April 06, 2026. <br /> Open violations from November 04, 2025 inspection <br /> OBSERVATION: The facility could not provide initial hazardous waste training records for the past three years. <br /> -No initial training records for Allan Rodriguez were observed. <br /> REGULATION GUIDANCE:The large quantity generator shall ensure that facility personnel successfully complete the <br /> program required in CCR 66262.17 subsection (a)(7)(A)of this section within six months after the date of their <br /> employment or assignment to the facility, or to a new position at the facility,whichever is later. Employees shall not <br /> work in unsupervised positions until they have completed the training requirements of subsection (a)(7)(A)of this <br /> section.The large quantity generator shall ensure that facility personnel take part in an annual review of the initial <br /> training required in subsection (a)(7)(A)of this section. <br /> CORRECTIVE ACTION: Immediately train all employees who work with hazardous waste in compliance within the <br /> time frames and training materials required by this section. Provide training documentation to the San Joaquin County <br /> Environmental Health Department(EHD)within 30 days.The documentation must include a list of training topics, date <br /> of training,job title, name of employee,written job description (qualifications and duties), and employee signed (or <br /> certified)record that documents the training. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> OBSERVATION: The facility has not been maintained in a manner that minimizes the possibility of <br /> fire/explosions/release. During the inspection,the entire secondary containment area,the tanks and the piping inside <br /> the secondary containment of the wastewater treatment area were observed with clumped and crystalized layers of <br /> white and yellow debris, dark sludge, staining and pooled liquid. The inside walls and top of the secondary <br /> containment berm and several components of the treatment system were observed with white staining.The base of <br /> the acid drum, caustic drum and mix tanks were observed with dark sludge and dark splash marks were on the <br /> container walls. Per Allan Rodriguez,Vice President, the facility is in the process of installing epoxy throughout the <br /> secondary containment area and they scrape off a small area of debris at a time and dispose of it as hazardous <br /> waste. He stated that the plan is to break the installation of the epoxy into ten stages. See photos IMG_2348 through <br /> I M G_2366. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately cleanup the secondary containment area of the wastewater treatment area <br /> including inside the secondary containment, on the walls of the secondary containment, and the staining on the <br /> ground adjacent to the secondary containment. Manage the waste according to Title 22 California Code of Regulations <br /> for hazardous waste. Submit a statement and supporting documentation to the San Joaquin County Environmental <br /> Health Department describing the storage and final disposition of the cleaned up waste. <br /> Page 5 of 7 <br />
