AECOM <br /> 4.4 Personal Protective Equipment(PPE) <br /> Wearing the right clothing is crucial to avoiding cold stress. The type of fabric also makes a difference. <br /> Cotton loses its insulation value when it becomes wet. Wool, on the other hand, retains its insulation even <br /> when wet.Adequate insulating dry clothing will be required in air or wind chill temperatures below 40°F <br /> (4.4°C) <br /> All PPE will comply with the requirements of S3AM-208-PRI Personal Protective Equipment and consider <br /> the following requirements: <br /> 4.4.1 Wear at least 3 layers of clothing to help prevent cold stress. It is important to preserve the air <br /> space between the body and the outer layer of clothing to retain body heat. <br /> • Wear a middle layer of down,wool, or similar materials to provide insulation. <br /> • Avoid cotton, especially blue jeans. <br /> • Wear an outer layer to break the wind and allow some ventilation (e.g., Gortex®or nylon) <br /> • Do not wear tight clothing. Loose clothing allows better ventilation. <br /> 4.4.2 Wear proper clothing, including head coverings and gloves or mittens for cold, wet, and windy <br /> conditions. <br /> 4.4.3 Wear a hat or hardhat liner. Up to 40 percent of body heat can be lost when the head is left <br /> exposed. <br /> 4.4.4 Use insulated footwear with adequate traction to prevent slips and falls. <br /> 4.4.5 Wear insulated boots or other insulated footwear, and insulated gloves to help reduce the chance <br /> of frostbite. <br /> 4.4.6 Keep a change of dry clothing available in case work clothes become wet. <br /> 4.4.7 Eye and face protection for employees employed outdoors in a snow and/or ice-covered terrain <br /> should be supplied. <br /> • Sunglasses(with UVA and UVB protection)and sunscreen should be used when there is a <br /> persistent combination of snow and direct sun. <br /> • Special safety goggles to protect against blowing ice crystals and ultraviolet light and glare <br /> (which can produce temporary conjunctivitis and/or temporary loss of vision)should be <br /> required when there is an expanse of snow coverage causing a potential eye exposure hazard. <br /> • Ensure face guards are used to protect skin in cold,windy conditions, including riding on an <br /> unshielded vehicle. <br /> 4.5 General Cold Stress Prevention Measures <br /> 4.5.1 In order to prevent hypothermia: <br /> • Wear appropriate clothing and PPE as determined by the weather conditions. <br /> • When active,ventilate excess heat by opening or removing outer layers of clothing to avoid <br /> sweating. <br /> o Start with the mitten or gloves, unless protection from ice, snow, or cold metal surfaces is <br /> needed. <br /> o Next remove head gear and neck wrappings. <br /> o Then coats/parkas should be opened at the waist and sleeves. <br /> o Finally, layers of clothing should be taken off. <br /> o When resting or tired, or colder conditions are encountered, add additional layers of <br /> clothing/close outer layers in the reverse of the above order, or get out of the cold.
