Sampling and Analysis Plan A sampling and analysis plan will be developed to evaluate the potential presence of chemical constituents in subsurface soil vapor, indoor and outdoor ambient air, and groundwater if encountered. The Discovery Investigation will consist of a soil vapor survey including active sub-slab vapor sampling as well as indoor and outdoor ambient air sampling, and groundwater sampling if encountered during the subsurface soil vapor sampling. The Discovery Investigation will be designed to assess environmental conditions at suspect areas identified during the preparation of this Work Plan. USEPA-approved methods will be used for sampling and analysis wherever possible. Figures 4A and 4B show the proposed sampling locations. Figure 5 presents the preliminary conceptual site model (CSM).All field work will be done in accordance with the site-specific addendum to the Programmatic HASP presented in Appendix A. The following sections describe the RECs, sampling strategy, rationale, investigative methods and procedures, sample analysis program, sample handling, decontamination procedures, and management of investigation-derived wastes(I DW). 3.1 Recognized Environmental Concerns The following potential sources of hazardous materials contamination have been identified at the Site: • Favorite Cleaners(622 E Charter Way)-Listed as a EDR Hist Cleaner, HAZNET, HWTS, CERS, DRYCLEANERS, ECHO, FINDS, RCRA-SQG, and EDR Hist Cleaner. The Subject Property is listed as handling halogenated solvents(chloroforms, methyl chloride, perch loroethylene, etc.) in from 1986 until 2010. In 1996,the facility was listed as a RCRA-SQG that indicates they generate 100 kilograms(kg)to 1,000 kg of hazardous waste per month. In 1986,the facility was listed a RCRA-LQG that indicates they generate 1,000 kg or more of hazardous waste per month. Mr.John Koh is listed as the owner in July 1987 when he applied for EPA Hazardous Waste ID number(CAD981638612)which was active until 2004. Siyop Hong is listed as the owner in 2005 and operated and/or was inactive in June 2010. No violations or evaluations were reported for the Subject Property. • Frank Union Service Gas Station/Hick's Gas Station(636 E. Charter Way)is located to the east approximately 30 feet from the Subject Property and was a gas station from 1950 to 1979. No additional information is provided in the EDR for this gas station. Due to the proximity to the Subject Property lack of UST removal and/or closure information this facility is considered a REC. • Mobil Oil Service Gas Station(606 E. Charter Way)is located to the west approximately 75 feet from the Subject Property and was a gas station in 1975. No additional information is provided in the EDR for this gas station. This gas station was located on the Yum Yum Donuts location. Due to the proximity to the Subject Property lack of UST removal and/or closure information this facility is considered a REC. • Free R J Gas Station(602 E. Charter Way)adjoins the Subject Property to the west approximately 80 feet and was a gas station from 1940 to 1965. No additional information is provided in the EDR for this gas station. Due to the proximity to the Subject Property lack of UST removal and/or closure information this facility is considered a REC. • Pierces Mobil Service Gas Station (605 E. Charter Way)is located to the northwest approximately 80 feet from the Subject Property and was a gas station from 1955 to 1976. No additional information is provided in the EDR for this gas station. Due to the proximity to the Subject Property lack of UST removal and/or closure information this facility is considered a REC. • ANU Way Cleaners(720 E. Charter Way)is located to the east approximately 380 feet from the Subject Property and was a dry cleaner from 1946 to 1960. No additional information is provided in the EDR for this dry cleaner. Due to the proximity to the Subject Property lack of any soil or groundwater investigation information and the likely use of chlorinated or Stoddard Solvent this facility is considered a REC • Raul's Sunland Service Gas Station (544 E. Charter Way)is located to the west approximately 185 feet from the Subject Property and was a gas station from 1940 to 1975.
