Cleanup in Vulnerable Communities'Initiative Discovery Project Reference:Favorite Cleaners <br /> and Enforcement Discovery Investigation Work Plan Project Number:60688620 <br /> this gas station. Due to the proximity to the Subject Property lack of UST removal and/or closure information this <br /> facility is considered a REC. <br /> • GASCO (749 E. Charter Way)is located to the northeast approximately 450 feet from the Subject Property and <br /> is listed as a LUST cleanup site.The facility ran as a gas station from 1940 to 2008.According to the information <br /> provided by the EDR,this facility experienced gasoline contamination with risk to aquifers used for drinking <br /> water. Four LISTS were removed from site in November 1989. Monitoring wells were installed in January of 1990 <br /> and a soil vapor extraction(SVE)system was run from July 1997 to July 2003.A tank was installed in(Year)and <br /> is listed as(in/active).The LUST case is open as of July 2003. <br /> • Hess De Luxe CO (1345 S. California St.)is located to the northwest approximately 575 feet from the Subject <br /> Property and was a dry cleaner in 1950. Due to the proximity to the Subject Property lack of any soil or <br /> groundwater investigation information and the likely use of chlorinated or Stoddard Solvent this facility is <br /> considered a REC. <br /> 3.2 Sampling Strategy, Rationale, and Approach <br /> All engineering or geologic work, performed as a portion of the Discovery Investigation, will be performed or <br /> supervised by a California registered PE and/or PG in compliance with the requirements of the Professional <br /> Engineers Act, Business and Professions Code Sections 6700-6899 and 7838 and the Geologist and Geophysicists <br /> Act, Business and Professions Code Sections 7800-7887. <br /> The field Discovery Investigation will consist of the collection of soil vapor, sub-slab vapor, indoor air, outdoor ambient <br /> air, and/or groundwater samples to assess subsurface environmental conditions at the Subject Property. If the <br /> Subject Property conditions warrant the collection of groundwater samples,the sampling will be conducted <br /> concurrently with the soil vapor survey. <br /> Subcontractors will be selected for conducting the soil vapor survey and for collecting groundwater samples as <br /> specified in this Work Plan.AECOM will be responsible for utility clearance and obtaining any required agency <br /> permits prior to initiating the subsurface investigation. Soil vapor and groundwater samples will be analyzed by <br /> Eurofins Environmental Testing and Eurofins Air Toxics, Inc., State-certified laboratories located in West Sacramento <br /> and Folsom, California, respectively. <br /> 3.2.1 Soil Vapor and Sub-Slab Vapor <br /> The purpose of the soil vapor survey is to assess the potential presence of volatile organic compounds(VOCs)in the <br /> subsurface.The soil vapor survey will be conducted in accordance with the Programmatic QAPP that was developed <br /> in accordance with current DTSC's Advisory for Active Soil Gas Investigations(DTSC 2015b), USEPA Technical <br /> Guide for Assessing and Mitigating the Vapor Intrusion Pathway from Subsurface Vapor Sources to indoor Air <br /> (USEPA2015a), and the Final Draft Supplemental Guidance: Screening and Evaluating Vapor Intrusion (DTSC, <br /> California Environmental Protection Agency[Cal EPA], SWRCB 2023). <br /> Soil vapor samples will be collected and analyzed for the full suite of VOCs to assess for vapor intrusion from the <br /> subsurface resulting from former/current dry-cleaning activities. <br /> Six on-site dual-nested soil vapor probe locations are planned. Soil vapor samples will be collected at 5 and 15 feet <br /> bgs at each location, as required by DTSC, and as appropriate based on the Subject Property geology. If shallow <br /> groundwater is encountered at a depth of less than 16 feet bgs, deeper probe implant depths will be adjusted to at <br /> least 10 feet bgs and approximately 3 feet above groundwater to prevent the capillary fringe from interfering with the <br /> collection of soil vapor. <br /> If groundwater is encountered at the proposed sampling depths or shallower, or if groundwater is shallower than 5 <br /> feet bgs,the proposed soil vapor samples may be cancelled,and grab groundwater samples will be collected, with <br /> DTSC concurrence. First groundwater beneath the Subject Property is expected at a depth of approximately 23 to 24 <br /> feet bgs. <br /> Two soil vapor samples(SG-1 and SG-2)will be collected south of the building near the shed. Four soil vapor <br /> samples(SG-3 through SG-6)will be collected west of the building in the parking lot area.
