February 22, 2018 <br /> Page 3 of 4 <br /> Reference: Remediation Well Destruction Work Plan <br /> 3.2 PERMITTING <br /> Well destruction permits will be obtained from SJCEHD prior to the commencement of field activities. No <br /> other agency permitting is anticipated for completion of the proposed work. <br /> 3.3 BOREHOLE CLEARANCE ACTIVITIES <br /> Stantec will mark the proposed locations with white paint, as required by law, and contact Underground <br /> Service Alert(USA)at least one day before a 48-hour review period,prior to the start of boring activities to <br /> notify all utility operators in the area to clear the marked locations.Additionally, a private utility location <br /> service will be hired to conduct a utility clearance of the area prior to the start of boring activities to minimize <br /> the potential that underground utilities or other subsurface structures might be encountered during the <br /> removal of concrete and well boxes at the near surface as part of the well destructions. <br /> 3.4 WELL DESTRUCTION ACTIVITIES <br /> Stantec will supervise a C-57 licensed well driller in the destruction of forty-five (45) wells at the Site <br /> (Figure 2).The wells will be destroyed in accordance to the California Water Well Standards(Bulletins 74- <br /> 81 and 74-go) and under the direct oversight and supervision of SJCEHD. The wells will be destroyed by <br /> pressure grouting each well from the surface, forcing grout into the minor amount of sand-pack that <br /> surrounds each injection well. Grout will be poured into each well,a connection made to the top of the well <br /> casing to allow for approximately 25 pounds of pressure to be applied, and then the well topped off with <br /> additional grout, as needed. Air knife and/or hand tools will be used to remove the upper few feet of well <br /> casing and the well boxes. The resulting hole will be backfilled to match the surrounding areas(dirt,concrete, <br /> etc.).The well boxes,removed well casing,and other debris will be contained and disposed of off-site. <br /> Pressure gouting of the remaining wells is preferred because it can be safetly and effectively done to properly <br /> destroy the remediation wells with the least amount of discturbance to the operating terminal facilities in the <br /> area. Additionally,many of the remaining wells are located in areas that will not allow access to the wells by <br /> a drill rig,or will not allow for the use of spinning augers in a manner that is safe for the driller or terminal <br /> personel in the area due to structures,utilities,pressurized product lines,etc.that have been constructed after <br /> the remediation wells were installed. All wells will be properly destroyed by pressure grouting methods in <br /> accordance to the California Water Well Standards with the oversight and approval of the SJCEHD,and by a <br /> C57 licensed driller. <br /> 3.5 WASTE DISPOSAL <br /> Soil cuttings, well materials, excess grout and decon rinsate, and any water generated during destruction <br /> activities will temporarily be stored onsite in properly labeled California Department of Transportation <br /> (DOT)-approved 55- gallon steel drums pending characterization and disposal. Waste materials will be <br /> sampled and waste characterization completed for each receiving facility. The drums will be removed by a <br /> certified waste contractor and transported to an approved facility for treatment/disposal. <br /> Design with community in mind <br />
