MEASUREMENT AND PAYMENT
No measurement will be made. Full compensation for conforming to these requirements,
including all the labor, materials, tools, equipment, incidentals and for doing all the work
involved in this section necessary for completion of the work, as shown on the Contract Plans,
as specified in the Standard Specifications, these special provisions and as directed by the
Engineer, shall be considered as included in the prices paid for the various contract items of
work involved and no additional compensation will be allowed.
SECTION 01310 — CONSTRUCTION SCHEDULE
A. General
This section specifies the procedures for preparing and revising the critical path method (CPM)
construction schedule for planning and management of construction activities. The schedule
provides a basis for determining the progress status of the project relative to the completion
time, specific dates, and for determining the acceptability of the Contractor's progress payment
estimates. No progress payments will be made until the Engineer has accepted the Contractor's
construction schedule.
B. Construction Schedule
The Contractor shall provide a construction schedule prepared by the critical path method
(CPM) of analysis. The critical path schedule shall be prepared from estimates of the required
duration and sequence for each item of work and function to be performed. A general guide for
preparing such a schedule is contained in "The Use of CPM in Construction, a Manual for
Contractors," published by the Associated General Contractors of America.
Tabulation and analysis of the work schedule shall be performed by computer using the latest
version of a commercially available critical path software program. In addition to the capability to
produce tabular reports, the computer software shall plot the construction schedule after the
Contractor has produced it in draft form.
The schedule shall depict all significant construction activities, and shall include all equipment
items with a value greater than $10,000 per unit or submittal/fabrication/delivery periods which
total an aggregate greater than six months, and all items of work listed by the Contractor in the
breakdown of contract prices submitted by the Contractor. The dependencies between activities
shall be indicated so that it may be established what effect the progress of any one activity has
on the schedule. The critical path shall be clearly indicated.
No activities on the schedule shall have a duration longer than 15 days or assigned value
greater than $50,000, except activities comprising only fabrication and delivery may extend for
more than 15 days and/or have the value greater than $50,000. Activities that exceed these
limits shall be divided into more detailed components. The scheduled duration of each activity
shall be based on the work being performed during the normal 40-hour work week with
allowances made for legal holidays and normal weather conditions.
Any contingency within the schedule (i.e., a difference in the time between the project's early
completion and required contract completion date) and float in the schedule will belong to the
project and not to any of the parties to the contract.
July 2007 Division III-24 NEI Phase II Water and Sewer
CIP Nos. 7468, 7589, 7590
