3. Where, in the case of an otherwise satisfactory installed test, any doubt, dispute, <br /> or difference should arise between the Engineer and the Contractor regarding the <br /> test results or the methods or equipment used in the performance of such test, <br /> then the Engineer may order the test to be repeated. If the repeat test, using <br /> such modified methods or equipment as the Engineer may require, substantially <br /> confirms the previous test, then all costs in connection with the repeat test will be <br /> paid by the City, otherwise the costs shall be borne by the Contractor. Where the <br /> results of any installed test fail to comply with the contract requirements for such <br /> test, then such repeat tests as may be necessary to achieve the contract <br /> requirements shall be made by the Contractor at his/her expense. The Contractor <br /> shall pay to the City all reasonable expenses incurred by the City, including the <br /> costs of the Engineer, as a result of repeating such tests. <br /> 4. Once performance testing has been completed, all machines shall be rechecked <br /> for proper alignment and realigned, as required. All equipment shall be checked <br /> for loose connections, unusual movement, or other indications of improper <br /> operating characteristics. Any deficiencies shall be corrected to the satisfaction of <br /> the Engineer. All machines or devices which exhibit unusual or unacceptable <br /> operating characteristics shall be disassembled and inspected. Any defects <br /> found during the course of the inspection shall be repaired or the specific part or <br /> entire equipment item shall be replaced to the complete satisfaction of the <br /> Engineer at no cost to the City. <br /> I. Operational Tests <br /> The Contractor shall conduct operational tests at each system. After completion of all installed <br /> performance testing and verification by the Engineer that all equipment complies with the <br /> requirements of the specifications. <br /> Contractor shall operate all parts of the system as a complete facility at various loading <br /> conditions, as directed by the Engineer. The operational testing period shall commence after <br /> this initial period of variable operation. The Contractor shall operate each system for a <br /> continuous, uninterrupted period of not less than 4 hours per day for 3 days unless otherwise <br /> indicated in the specific equipment specification, simulating actual operating conditions to the <br /> greatest extent possible. During the operational testing period, the Contractor and testing team <br /> shall monitor the characteristics of each machine according to manufacturer information and <br /> specifications and report any unusual conditions to the Engineer. Should the operational testing <br /> period be halted for any reason related to the facilities constructed or the equipment furnished <br /> under this Contract, the operational testing program shall be repeated until the specified <br /> continuous period has beer accomplished without interruption. <br /> After completion of operational testing of all mechanical equipment, Contractor shall complete <br /> the 5-day operational testing of the instruments and automatic control systems in accordance <br /> with Section 16010. <br /> MEASUREMENT AND PAYMENT <br /> No measurement will be made. Full compensation for conforming to these requirements, <br /> including all the labor, materials, tools, equipment, incidentals and for doing all the work <br /> involved in this section necessary for completion of the work, as shown on the Contract Plans, <br /> as specified in the Standard Specifications, these special provisions and as directed by the <br /> July 2007 Division III-36 NEI Phase II Water and Sewer <br /> CIP Nos. 7468, 7589, 7590 <br />
