3.07 ELECTRICAL. TESTING <br /> A. General requirements <br /> 1. It is the intent of these tests to assure that all equipment is operational within <br /> industry and manufacturer's tolerances and is installed in accordance with <br /> design plans and specifications. <br /> 2. All equipment setup and assembled by the Contractor shall be in accordance <br /> with the design plans and Drawings and the manufacturer's recommendations <br /> and instructions and shall operate to the Engineer's satisfaction. Follow all <br /> manufacturer's instructions for handling, receiving, installation, and pre-check <br /> requirements prior to energization. After energization, follow manufacturer's <br /> instructions for programming, set-up and calibration of equipment. The <br /> Contractor shall be responsible for, and shall correct by repair or replacement, <br /> at his own expense, equipment which, in the opinion of the Engineer, has <br /> been caused by faulty mechanical or electrical assembly by the Contractor. <br /> Necessary tests to demonstrate that the electrical and mechanical operation of <br /> the equipment is satisfactory and meets the requirements of these <br /> Specifications shall be made by the Contractor at no additional cost to the <br /> Owner. <br /> 3. The testing shall not be started until the manufacturer has completed <br /> fabrication,wiring, and setup; performed satisfactory checks and adjustments; <br /> and can demonstrate the system is complete and operational. Certification of <br /> completion of Contractor's in-house tests shall be submitted prior to <br /> scheduling of factory testing. <br /> 4. The first Pre-Energization tests shall be performed to determine the suitability <br /> for energization and shall be completed with all power turned off and complete <br /> prior to the start of any of the Post-Energization Tests. The Electrical <br /> Contractor shall have qualified personnel on the job site for all Pre- <br /> Energization and Post-Energization tests. <br /> 5. All tests shall be witnessed by the Engineer and/or Owner personnel. The test <br /> forms shall be completed by the testing person for field checkout,testing, and <br /> calibration of all equipment and instruments. All filled in test forms shall be <br /> given to the Engineer and/or Owner the day of the test. Fill in two sets of test <br /> forms if Contractor wants to keep a copy. All tests shall be documented in <br /> writing by the supplier and signed by the Engineer as satisfactory completed. <br /> The supplier shall keep a detailed log of all tests that failed or did not meet <br /> specifications, including date of occurrence and correction. Completed forms <br /> with proper signatures and dates shall be included and become a component <br /> of the Operations and Maintenance Manual for each of the respective <br /> systems. <br /> 6. Prior to any field testing, Interconnection Drawings and Operation & <br /> Maintenance Manuals shall have been submitted by the Contractor and <br /> approved by the Engineer. <br /> 7. The Contractor shall notify the Owner and the Engineer of the Supplier's <br /> readiness to begin all factory and field tests in writing (a minimum of ten <br /> working days prior to start), and shall schedule system checkout on dates <br /> agreed to by the Owner and the Engineer in order that the testing be <br /> scheduled and witnessed. <br /> July 2007 Division III-218 NEI Phase II Water and Sewer <br /> CIP Nos. 7468, 7589, 7590 <br />
