The Contractor shall post "No Parking, Tow-Away" signs on barricades along the roadway at
least 48 hours prior to the construction work in that area. Should the construction work not
occur on the specified day, new notices shall be distributed by the Contractor.
Contractor shall provide as a minimum one open traffic lane at all times, provide access into
private driveways, and provide access to local and emergency traffic through the project area.
The Contractor shall apply for and obtain an encroachment permit from the Public Works
Operations, City of Tracy and San Joaquin County, prior to performing any work within the right-
of-way. As part of the encroachment permit, the Contractor shall prepare a Traffic Control Plan
for approval by the Public Works Operations and San Joaquin County.
All lanes and the full width on the traveled way shall be open to all traffic after construction
hours and when construction operations are not actively in progress. Backfill all trenches after
the end of each work day, provide aggregate base and compact all areas within the roadway
and shoulder as specified, provide temporary pavement within the active roadway to provide a
minimum 12-foot traveled roadway in both directions. Provide signs indicating rough road
conditions during use of temporary pavement.
The City and County Fire Departments, California Highway Patrol, Police Department, and
Regional Transit shall be notified in writing, at least ten days in advance, of lane closures or
start of any work on the roadway. Proof of notifications is required before work will be allowed to
commence within the roadway.
For streets scheduled to have an adjacent traffic lane open during construction, a minimum lane
width of not less than twelve feet (12') shall be open to vehicular traffic. When construction
operations are not actively in progress, not less than two such lanes shall be open to public
traffic.
The full width on the traveled way shall be open for use by public traffic on Saturdays, Sundays,
designated City holidays, after 3:00 p.m. on Fridays, the day preceding designated legal
holidays, and when construction operations are not actively in progress.
The fact that rain or other causes may force suspension or delay of the work shall not relieve
the Contractor of his responsibility for maintaining traffic around the project and providing local
access as specified herein. The Contractor shall at all times keep on the job such materials and
equipment as may be necessary to keep streets and driveways within the project area open to
traffic and in good repair.
Should the Contractor fail, in the opinion of the Engineer, to provide all the materials, work force
and equipment necessary to maintain traffic around the work area as set forth herein, the City,
upon the recommendations of the Engineer, may take steps necessary to suspend the Contract.
The City may then, upon such suspension, cause such work to be done as may be necessary to
maintain traffic, and charge same against the Contractor and sureties.
The adjustment provisions in Section 4-1.03, "Changes", of the State Standard Specifications,
shall not apply to the item of traffic control system. Adjustments in compensation for traffic
control system will be made only for increased or decreased traffic control system required by
changes ordered by the Engineer and will be made on the basis of the cost of the increased or
decreased traffic control .necessary. Such adjustment will be made on a force account basis as
July 2007 Division III-2
NEI Phase II Water and Sewer
CIP Nos. 7468, 7589, 7590
