Section 02310 <br /> HORIZONTAL DIRECTIONAL DRILLING <br /> 1.04 PERMITS AND APPROVALS <br /> Local reclamation districts, State Lands Commission, State Department of Fish and Game, <br /> and the U.S. Army Corps of Engineers (USACE) permits for the pipeline crossings will be <br /> obtained by the District and furnished to the Contractor prior to drilling. Copies of the <br /> permits and agreements are provided in Appendix A. The Contractor shall obtain all <br /> necessary permits and approvals for the slough crossings required by any other government <br /> agency having jurisdiction. All work performed shall comply with the requirements of the <br /> permits and approvals obtained. <br /> 1.05 ENVIRONMENTAL MITIGATION AND MONITORING MEASURES <br /> The work is located near a sensitive habitat area. The Contractor shall comply with the <br /> environmental mitigation and monitoring measures referenced in Special Provisions Section <br /> SP-33, ENVIRONMENTAL MITIGATION AND MONITORING MEASURES, and <br /> additional mitigation measures included within these specifications. <br /> 1.06 RESPONSIBILITY <br /> The Contractor is :fully responsible for all of the risks associated with the Work until <br /> acceptance by the District including, but not limited to: <br /> A. Failure to complete the bore <br /> B. Inaccurate tracking and/or steering <br /> C. Collapse of borehole <br /> D. Product pipe failure <br /> E. Stuck product pipe' <br /> F. Surface heave <br /> G. Surface subsidence <br /> H. Hydrofracture and inadvertent returns and their clean-up <br /> If the Contractor is within the tolerances of the specifications and the Contractor encounters <br /> a "man-made" obstacle during the drilling operation, such as abandoned utility lines, and <br /> this obstruction results in additional effort and/or time by the Contractor, such additional <br /> effort shall be considered Extra Work subject to the requirements of the Standard <br /> Construction Specifications, Section 9, CHANGES AND CLAIMS.
