Buehler <br />December 28, 2020 <br />Page: <br />2/4 <br />PRE-FIELD ACTIVITIES <br />Scope of Work <br />The scope of work includes the decommissioning of the 28 groundwater monitoring wells (MW-1 through <br />MW-14B; Table 1) via over drilling methods and 8 vapor probes as directed by the San Joaquin County <br />Environmental Health Department (SJCEHD). <br /> <br />Site Specific Health and Safety Plan <br /> <br />As required by the Occupational Safety and Health Administration (OSHA) 29 Code of Federal <br />Regulations (CFR) 1910.120, Arcadis will prepare a site-specific Environmental Health and Safety Plan <br />(plan) addressing the health and safety issues related to field activities to be conducted at the Site. The <br />plan will be reviewed and signed by all site workers and will be kept on-site at all times during field <br />activities. <br />Permitting <br />Arcadis will obtain an Encroachment Permit from the City of Stockton before abandoning monitoring well <br />MW-5, which is located within the city-owned ROW. An Encroachment Permit will be obtained from the <br />SJCDEH for abandoning monitoring wells, MW-6, MW-7, MW-9, MW-9B, MW-9C, MW-9D, MW-11, MW- <br />12, MW-12B, MW-12C, MW-12D, MW-13B, and MW-14B, within the county-owned ROWs prior to the <br />start of work. <br />Utility Clearance <br />Underground utility location and utility clearance will be completed by a private subcontractor. Utilities will <br />be inspected during the site walk and include visuals on existing utilities within the lot, along Franklin <br />Avenue, Elmwood Avenue, Country Club Road, and the perimeter of the site. The subcontractor will <br />check for valves, meters, conduit trenching seams, utility vaults, lids, and public mark outs. The sub- <br />contractor will use ground penetrating radar and an electromagnetic detector wand. Identified utilities will <br />be discussed prior to any subsurface activities. <br />WELL DESTRUCTION ACTIVITIES <br />Well Destruction <br />Prior to initiating intrusive activities, the total depth of each well will be measured to confirm construction <br />details and check for obstructions in the well. The well box will be removed using a jackhammer. Well <br />destruction activities will be conducted in accordance with the SJCDEH permit. An air-knife or hand auger <br />will also be used to verify no subsurface utilities or obstructions are located adjacent to the well. Each <br />location will be cleared to a diameter of 110% of the auger width to a depth of approximately 5 feet below <br />ground surface. <br />Each monitoring well will then be destroyed under the direct authorization of San Joaquin County <br />personnel . Monitoring wells will be over-drilled using hollow stem augers to the total well depth. All <br />annular materials as well as the PVC casing and screen will be removed during over drill activities.
