The receiving facility refused to accept some of the <br />containers of used oil filters since several filters in each drum were not punctured to remove all of the free flawing <br />used oil. Alberto stated that he then hauled the rejected containers of oil filters to 6299 E WEST RIPON RD, <br />MANTECA, CA 95337. Alberto then went through the drums of ail filters and processed the filters which were not <br />punctured by puncturing them and draining out the used oil. <br />Eight 55 -gallon steel drums of potentially un -punctured used oil and fuel filters were observed on a pallet adjacent to <br />a trailer parked on the property, several containers of used oil and several 55 -gallon steel drums of un -punctured <br />used oil and fuel filters were observed inside the warehouse. <br />Treating un -punctured oil filters, which contain free-flowing used oil, at an address different than where the filters <br />were generated, requires a permit from DTSC. This address, 6299 E WEST RIPON RD, MANTECA, CA 95337, <br />does not have a hazardous waste treatment permit from DTSC. Immediately cease treating hazardous waste at <br />this address. Obtain a treatment permit from DTSC or dispose of all un -punctured oil filters, which contain <br />free-flowing used oil, as hazardous waste. Provide the hazardous waste manifest to the San Joaquin County <br />Environmental Health Department within 30 days of receiving this report. <br />This is a Class I violation. <br />403 <br />CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />Two open containers of used oil and several open steel drums of potentially un -punctured used oil and fuel filters <br />were observed in the warehouse on the property. All hazardous waste containers shall be closed at all times except <br />when adding or removing waste. Immediately close these containers and ensure all hazardous waste containers <br />are closed when not adding or removing waste. <br />This is a Class 11 violation. <br />404 <br />CCR 66265.174 Failed to inspect hazardous waste storage areas at least weekly. <br />Hazardous waste containers are not inspected weekly. Two open containers of used oil and several open and <br />closed steel drums of potentially un -punctured used oil and fuel filters observed in the warehouse were lacking <br />proper labeling and accumulation start dates. Hazardous waste Container storage and transfer areas shall be <br />inspected weekly for leaking containers and for deterioration of containers and the containment system caused by <br />corrosion and other factors.
