• ECS Refining • <br />MANAGEMENT SYSTEM DOCUMENT <br />DECEIVE® <br />Appliance Recycling SOP MAYY S 2015 Page 1 of 14 <br />1.0 PURPOSE ENVIRONMENTAL <br />M;:AlTN nrparmArhrr <br />1.1 The purpose of this document is to provide the instructions for properly removing and <br />managing MRSH (Materials that Require Special Handling) at all ECS Refining facilities <br />in accordance with the California Health and Safety Code Section 25211, Public <br />Resources Code (PRC), chapter 3.5, section 42160 et seq. and in the California Health <br />and Safety Code (HSC), chapter 6.5, section 25211 et seq. <br />2.0 SCOPE <br />2.1 All ECS Refining facilities where MRSH removal takes place <br />3.0 REFERENCE DOCUMENTS <br />3.1 3`d Party Refrigerant Technician Freon Removal Certifications <br />3.2 Form DTSC 1430 <br />4.0 GENERAL TERMS AND DEFINITIONS <br />4.1 A Certified Appliance Recycler (CAR) is a person or business certified by DTSC to <br />remove and properly manage certain potentially hazardous materials — known as <br />"materials that require special handling" — from discarded major appliances. <br />4.2 A "major appliance" or "domestic or commercial device" (a machine you have in your <br />home or business), including but not limited to a: • Washer or dryer • Refrigerator or <br />freezer • Water and space heaters • Furnace or boiler • Air -conditioner or dehumidifier <br />Trash compactor • Oven, stove, or microwave <br />4.3 MATERIALS THAT REQUIRE SPECIAL HANDLING (MASH): are materials that <br />when removed from a discarded appliance may not be disposed of in the garbage or at a <br />solid waste facility. (HSC §25212) <br />4.4 A scrap recycling facility is where scrap metals are processed into scrap iron or <br />nonferrous metallic scrap for sale for remelting purposes. <br />5.0 RESPONSIBILITY <br />6.0 PROCEDURE / WORK INSTRUCTIONS <br />6.1 Those who. remove Materials that Require Special Handling (MRSH) from discarded <br />major appliances must become certified by the Department of Toxic Substances Control <br />(DTSC) by demonstrating the ability to properly remove and manage MRSH in <br />accordance with all applicable hazardous waste control laws. <br />Printed copies are uncontrolled. <br />This copy valid only if revision letter matches that of controlled document <br />
