'ECS` Refining only hires Section 608 Certified Technicians <br />to remove regrigerant from orphaned appliances. <br />6.3 Vendors who specialize in the removal of Refrigerants are contracted by the ECS <br />Refining facilities to remove refrigerants from appliances received at the facility <br />including small refriderators and air conditioners. <br />6.3.1 To obtain CAR certification, an application (DTSC Form 1428) must be <br />submitted to the DTSC. Requirements include: <br />6.3.2 Demonstrating the ability to remove and properly handle MRSH from discarded <br />major appliance in accordance with all applicable hazardous waste control laws, <br />6.3.3 A technical description of how each MRSH will be managed. <br />6.3.4 CAR Certification must be renewed annually. <br />6.4 A copy of the CAR certification is sent to the local Certified Unified Program Agency <br />(CUPA) by the DTSC, which generally is either the local Department of Environmental <br />Health or fire department. The CUPA will subsequently inspect your facility to ensure <br />you are properly removing and managing Materials that Require Special Handling. <br />6.5 Scrap facilities that accept appliances that have not been crushed, baled, shredded, sawed <br />or sheared apart, or otherwise processed in a way that could result in the release or <br />prevent the removal of the materials that require special handling, must be a registered <br />CAR. <br />6.6 A CAR may recycle an abandoned "orphan" appliance that lacks documentation for <br />removal of materials that require special handling, provided certain conditions are met. <br />6.6.1 Scrap recycling facilities that accept "orphan appliances" for recycling must <br />submit a monthly report. <br />6.6.2 Scrap facilities that accept appliances that have been processed, must collect a <br />DTSC Form 1430 from the transporter at the time of transaction, but the number <br />and type of appliances need not be reported; instead the total weight ofprocessed <br />appliances is acceptable. <br />6.6.3 A facility that accepts a load of abandoned appliances from which the MRSH <br />have been removed must be a CAR but need not collect DTSC form 1430 from <br />the person delivering the appliances. However, the facility must report, monthly, <br />on the total quantity of `orphan" appliances it received. <br />6.7 The following materials must be removed from an appliance prior to the appliance being <br />crushed, baled, shredded, sawed or sheared apart, disposed of, or otherwise processed in a <br />Printed copies are uncontrolled. <br />This copy valid only if revision letter matches that of controlled document <br />
