• 7 <br />ESS Refining <br />MANAGEMENT SYSTEM DOCUME T <br />REGOVED <br />MAY 18 2615 <br />Appliance Recycling SOP _ page 4 of 14 <br />ENVIRONMENTAL <br />roanTAAMT <br />6.8 Materials that Require Special Handling (MRSH) are removed in all ECS Ref fflAV" <br />n <br />facilities in a manner that ensures worker and environmental safety <br />6.8.1 A description of the type(s) of major appliance the prospective CAR is expecting <br />to recycle: <br />6.8.1.1 At the ECS Refining site, the majority of appliances to be handled <br />are microwave ovens. Occasionally, refrigerators may be received. <br />ECS Refining plans to offer services to municipalities that recycle <br />appliances at their landfill sites, in conjunction with its electronic <br />waste recycling services. In those cases, ECS Refining would <br />remove the Materials that Require Special Handling from <br />refrigerators, freezers, washing machines, and related items at the <br />customer's site. <br />6.8.2 A listing of the Materials that Require Special Handling (MASH) found in these <br />major appliances (what types of MRSH are found in specific appliances?) <br />6.8.2.1 ECS Refining will remove the special materials from major <br />appliances received. The materials that will be handled for <br />recycling are chlorofluorocarbons (CFCs) used as refrigerants in <br />refrigeration equipment, mercury switches in appliances, and <br />capacitors. All these materials will be removed for recycling. The <br />facility will not remove oil from capacitors contaminated with <br />polychlorinated biphenyls (PCBs). If these materials are <br />encountered they will be properly containerized and shipped to a <br />facility permitted to handle these materials. <br />6.8.3 Who will provide training to personnel responsible for removing MRSH from <br />appliances at your facility? <br />6.8.3.1 Technicians are certified through The ESCO Institute, an <br />independent certifying authority, Additional Training is provided <br />to the Certified Technicians by qualified trainers upon hire, and <br />then ongoing in the field in offices and shops by business owners. <br />6.8.4 What are the contents of the training and what MRSH will be covered? Section <br />608 Certifed Technicians receive training in compliance with the EPA Section <br />608 requirements as provided by the Section 608 Training Manual. <br />6.8.5 All ECS Refining employees are trainrf according to the facility Training Plan. <br />This training is given initially (within six months of hire; no unsupervised work <br />is allowed before training is delivered and documented) and is repeated on an <br />annual basis. Training covers general safety, company environmental policy, <br />hazard communication, hearing protection, respiratory protection (if required by <br />J ob title), and specific on-the-job training according to established written work <br />Printed copies are uncontrolled. <br />This copy valid only if revision letter matches that of controlled document <br />
