Chevron
W aft- O-..m
May 21, 2013
Page 2
o On 5/14/13 the tank sumps were inspected and the sump annulars were found to not be
vented properly, trapping air in the annular and causing brine fluctuations. The sump vents
were vented properly, then vacuum tested — all 3 sumps (87 STP, 91 Fill & STP) passed. The
brine levels were adjusted after removing the trapped air.
Please see enclosed sump tests results by Wayne Perry dated 5/14/13.
• (404) Liquid was found in the 87 fill sump (pint), 87 turbine sump (.5 cup), and 91 turbine sump
(cup). Secondary containment shall be constructed to prevent any water intrusion into the system
by precipitation, infiltration, or surface runoff.
o Liquid was removed in 87 fill and turbine and 91 turbine sump during the inspection on
4/24/13 by Tanknology.
o On 4/25/13 SSS conducted a reinspection in all sumps- all sumps found dry.
o On 5/1/13 inspector onsite, verified 87 fill sump, 87 turbine sump and 91 turbine sump and
found sumps were dry.
o In addition, Designated Operator will observe the sumps monthly for water
intrusion/condensation.
• (406) The S4 (91 product line) and S2 (87 vent) high liquid sensors failed when tested. The
interstitial space of the UST system shall be maintained, as designed, under constant vacuum or
pressure such that a breach in the primary or secondary containment is detected before the
hazardous substances released into the environment.
o On 4/25/13 SSS ran multiple tests on S2 (vent) and S4(91 product line) high liquid sensors
and both passed the tests.
On 5/1/13 SSS ran a retests on S2 (87 vent) and S4 (91 product) both passed with inspector
onsite.
• (406)The 91 turbine sump annular brine sensor holder detached from the sump wall leaving the
brine sensor inoperable.
On 4/25/13 SSS remounted the bracket, tested the sensor and passed the functionality test.
Reinspection done on 5/1/13
Please contact me directly if you have any questions or concerns.
SiPfcrely,
P uline Calalang
US Compliance Coordinator
Tel: 9 5-842-1105
Mobile: 707-315-4737
Enclosed Documents: Copy of the inspection report dated 4/24/13; Copy of the reinspection report dated
5/1/13; Copy of the Return to Compliance Certification; Copy of the Recording Requirements for
Unauthorized Releases form; Copy of the Sump test results by Wayne Perry dated 5/14/13; Copy of the
Monitoring Systems Certification report dated 4/24/13 by Tanknology; Copy of the work order dated 4/25/13
by SSS.
