Immediately obtain required management <br /> approval for the SPCC Plan for this facility. <br /> This is a Class II violation <br /> 609 CFR 112.7(c) Failed to provide secondary containment, diversionary structures, or equipment to prevent discharge. <br /> The existing secondary containment has a hole approximately two inches in diameter. This hole has a cable running <br /> through it towards the rail spur which is just north of the tank farm secondary containment wall. Along the north and <br /> west walls of the tank farm secondary containment were multiple seams that had been repaired but now appear to <br /> be in disrepair. One of the repaired seams along the northern part of the wall is wide enough that you can see right <br /> through the wall to the other side. A facility shall provide appropriate containment and/or diversionary structures or <br /> equipment to prevent a discharge. The entire containment system, including walls and floor, must be capable of <br /> containing oil and must be constructed so that any discharge from a primary containment system will not escape the <br /> containment system before cleanup occurs.
