that the large unit has surpassed it's effectiveness, they will replace it with a four cylinder <br /> unit at no additional cost. The package cost is $45, 000. <br /> Summary <br /> The VR systems proposal is my first choice. I feel that the large, high volume unit will be <br /> very effective for the startup phase of the soil cleanup, in establishing flow and air routes, <br /> as well as effectively accomplishing initial contaminant reduction. <br /> I also feel that while using the large unit, there will be enough vacuum volume available to <br /> do some minor air sparging in the ground water while we are still in the soil cleanup mode. <br /> When we determine that the large unit has reduced the, soil contaminants to the point that <br /> it is no longer economical to subsidize the extraction vapor with a high , percentage of <br /> natural gas, VRS will replace the VRS (V8) unit with a VR-2C(4cyl.) unit which will <br /> continue the vapor extraction at a slower rate, thereby increasing the potency of the <br /> extracted vapor and requiring less natural gas. <br /> I feel that since Apache Plastics is going to do the operating, the computer is a very <br /> important , aid. Our maintenance department will perform routine preventative <br /> maintenance on the unit at our expense however in case repairs are needed other than <br /> preventative maintenance, I would hope that the costs would be covered by the fund. I do <br /> understand that engine overhauls are sometimes needed during the course of a long term <br /> clean up. <br /> I have talked with VR Systems, and understand that there will be a charge of less than <br /> $ 1 , 000 for training. Shipping costs are undetermined at this time. Please note that the VR <br /> Systems unit is already permitted with the SJVAPC, and as you may remember we almost <br /> proceeded with them prior to obtaining 3 bids by accident. The use of the VR Systems <br /> unit is also authorized for use by Public Health Services locally. <br /> Please advise me as soon as possible as to whether the VR Systems equipment, training, <br /> and shipping costs will be covered under the fund, so that I can proceed with the cleanup. <br /> Sincerely, <br /> Daniel L.
