Box 944212
Sacramento, CA 94244-2120 Ref Claim Number: 001696
Dear Mr. Lockwood,
This is to document our discussion over the telephone last week. Apache Plastics
has taken a change in direction for remediation since our last communications.
jThe previous plan was to perform a vapor extraction test using regenerative
vacuum pump, discharging into carbon canisters to determine if that method would be
cost effective. After performing the test, our consultant (Remediation Services)
recommended using a catalytic burner to dispose of the volatiles because of the rapid
extraction rate being too expensive using the carbon canister method of disposal.
We are no longer using Remediation Services for the remediation program; also
due to the unreasonable cost of their services.
Recently, Apache submitted a plan to the county to use an internal combustion
engine type vapor extraction unit from VR Systems, Inc. , of Anaheim, CA. One known
cost in the remediation plan is the cost of the purchase of the VR Systems unit which was
quoted at $45,000 . 00 plus applicable taxes.
Apache personnel will be doing some of the operating & monitoring, of which no
charges will be sent in for. We expect to contract with Geological Audit Services, Inc. in
Stockton for sampling and additional monitoring, at an estimated cost of about $6,000 . 00
per year. Geological Audit Services will also prepare quarterly progress reports for the
county. Another known cost will be the rental of a Thermo Environmental PID from Geo.
Audit Services, at a rate of $ 1 ,200 . 00 per year instead of purchasing one at between
$4, 500. 00 and $5 , 000. 00.
