Failed to include cross-referencing section for Plan that does not follow sequence specified in this section. Operator's Plan does not follow sequence nor provide cross-referencing. Owner/ operator must prepare Plan in accordance with good engineering practices with full approval from management at a level of authority to commit necessary resources to fully implement Plan. If the Plan does not follow the sequence specified in this section, owner/operator must prepare an equivalent Plan acceptable to Regional Administrator that meets all of the applicable requirements listed & with supplements with a section cross-referencing location of requirements listed & equivalent requirements in other prevention plan. Correct by providing cross-referencing section for Plan or follow sequence of Plan. 502. Plan lacks full approval of management. The AST are owned by City of Tracy but operated by Tracy Air Center, it is likely that management approval must be made with the tank owners. The plan must have the full approval of management at a level of authority to commit the necessary resources to fully implement the plan. Immediately obtain required management approval for the SPCC Plan for this facility. 504. No facility diagram of the AST, underground fuel piping and dispensers were provided with the Plan. The plan shall include a facility diagram which must mark the location and contents of each fixed storage container and the storage area where mobile or portable containers are located. It must identify the location of and mark as "exempt" underground tanks. It must also include all transfer stations and connecting pipes, including intra-facility gathering lines. Immediately update the facility diagram to include all of the required information. Submit a legible copy of the updated facility diagram to the EHD. 506. Failed to include procedures for routine handling of products and discharge prevention methods. Section 2.5 discusses monitoring of fueling/transferring for the AST but lacks discussion of discharge prevention during the fueling an aircraft at the dispenser island. Discharge prevention methods includes procedures for routine handling of products at anytime with methods. Submit Plan including discharge prevention method for during fueling of an aircraft. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
