Failed to show discharge/ drainage control, equipment, and procedures for control of discharge. <br /> Facility has a lack of sufficient equipment for control of discharge. There is no spill kit by the fuel island. <br /> The 30 gallon poly grey drum located within the fenced area of the AST. has approximately one pound <br /> worth of kitty litter/ absorbent left. Section 2.7 states "TAC maintains an ample inventory of oil absorbent <br /> material readily available to respond to spills." Section 2.6 explains discharge controls for tankers and <br /> mobile refuelers. Plan must be revised as facility no longer maintains them onsite. Correct by supplying <br /> sufficient amount of spill control equipment by the fuel island and AST. <br /> 509. Failed to address disposal methods for recovered material and waste. Section 2.8 states "disposal <br /> used by TAC will be coordinated through California Division of Oil and Public Safety (OPS)". CA OPS <br /> agency does not exist. Section 2.8 states "agency for oversight would be California Department of Public <br /> Health & Environment (CDPHE), Solid Waste Division". CDPHE agency does not exist. Solid Waste <br /> Division is not enforced by CDPHE. Recovered material and waste would be considered hazardous <br /> waste due to its petroleum content. Revised disposal method plan. <br /> 510. Plan lists insufficient contract phone numbers to contact in case of emergency. Section 2.9 states <br /> petroleum release must be reported to "California Division of Oil & Public Safety" without listing the <br /> phone number. CA OPS agency does not exist. Facility's Plan then states to contact California <br /> Department of Public Health & Environment which is also an agency that does not exists. The SPCC <br /> Plan must include a contact list and phone numbers for the facility response coordinator, National <br /> Response Center, cleanup contractors with whom you have an agreement for response, and all <br /> appropriate federal, state, and local agencies who must be contacted in case of a discharge. <br /> Immediately update the contact list to include the most current version of the required information. <br /> 513. Plan does not describe potential equipment failures. The Plan must include discharge or drainage <br /> controls, such as secondary containment around all containers and other structures, equipment, and <br /> procedures for the control of a discharge, and a prediction of the direction, rate of flow, and total quantity <br /> of oil which could be discharged as a result of each type of major equipment failure.
