On November 1, <br />2000, Ms. Diepenbrock was contacted and faxed an access agreement. Between <br />November 1 and 8, 2000, numerous calls were placed between SECOR and Ms. <br />Diepenbrock. On November 8, 2000, Ms. Diepenbrock rejected access to the site to <br />install a well. <br />During a phone conversation on November 10, 2000, between Ron Chinn (SECOR) and <br />Karen Diepenbrock it was agreed that a sentinel well (MW -8S) could be placed on their <br />property. However, she felt that further modifications to the standard Chevron access <br />agreement would be required. Ms. Diepenbrock indicated that she would provide a <br />revised access agreement "in a few days". Further revisions are likely in negotiation <br />between Chevron Legal and Ms. Diepenbrock. It is anticipated that access to the Shell <br />property may take approximately one month. Based on delays associated with gaining <br />access to the Shell property, we propose a revised report submittal deadline for the <br />PAR/FRP of February 16, 2000. A time -line for the tasks leading to the submittal of <br />the PAR/FRP is presented as Attachment A. <br />Well Installation Update <br />Between October 25 and November 3, 2000, groundwater extraction well EX -3 was <br />drilled and completed by Western Strata Exploration (WESTEX). Both representatives <br />l of the RWQCB and San Joaquin County Environmental Health Department (SJCEHD) <br />were present to observe some of the field activities associated with the installation of <br />groundwater extraction well EX -3. As you are aware, many difficulties were <br />encountered both scheduling a driller and during the installation process. Some of the <br />difficulties are documented below: <br />• Only WESTEX was available to install the well within the requested time frame <br />(late October / early November). The drilling companies that were contacted for <br />the installation of EX -3 are presented in Table 1. <br />• On October 26, 2000, WESTEX failed to show up at the site on time <br />(approximately 5 hours late) and with the proper equipment. Many critical items <br />were not brought including drums and casing. No drilling was performed. <br />• WESTEX walked off the site on October 27, 2000. WESTEX project <br />Coordinator Gordon Jensen could not be contacted nor would he return calls <br />regarding the situation. No drilling was performed. <br />• On October 30, 2000, Gordon Jensen was contacted and it was agreed that <br />drilling would resume on October 31, 2000. Gordon Jensen was apologetic, but <br />could not provide a reasonable explanation to explain why he had instructed the <br />drillers to leave the site. <br />(7A• On October 31, 2000, WESTEX arrived at the site late.
