SAN JOANIN
Environmental Health Department
Aboveground Petroleum Storage Act Inspection Report
Facility Name:
ESCALON UNIFIED SCHOOL DIST
Facility Address:
1176 STANISLAUS ST, ESCALON
Date:
July 16, 2018
SUMMARY OF VIOLATIONS
(CLASS I, CLASS II, or MINOR - Notice to Comply)
Item #
Remarks
603
CFR 112.7(a)(3) Failed to adequately describe the physical layout of the facility in the Plan.
The facility diagram did not include buried piping and the locations of all regulated tanks was not accurate. The used
oil tank inside the dike area has been removed. The Spill Prevention, Control, and Countermeasure (SPCC) Plan
shall include a facility diagram which must mark the location and contents of each fixed storage container and the
storage area where mobile or portable containers are located. It must identify the location of and mark as "exempt"
underground tanks. It must also include all transfer stations and connecting pipes, including intra -facility gathering
lines. Immediately update the facility diagram to include all of the required information. Submit a legible copy of the
updated facility diagram to the EHD for review.
This is a Class II violation.
612
CFR 112.7(c) Plan failed to include secondary containment, diversionary structures, or equip to prevent discharge.
The SPCC plan failed to discuss secondary containment for all tanks besides the 10,000 gallon diesel and the used
oil tank that was within the diked area. The 1,000 gasoline tank was partially addressed with the oil water separator
but portions of the tank are over soil that does not slope towards the oil water separator. Secondary containment for
petroleum containers over 55 gallons in the shop were not addressed in the SPCC plan. The secondary
containment for the new waste oil tank and the 55 gallon drums of used oil outside of the diked area was not
addressed in the SPCC plan. A facility shall provide appropriate containment and/or diversionary structures or
equipment to prevent a discharge. The entire containment system, including walls and floor, must be capable of
containing oil and must be constructed so that any discharge from a primary containment system will not escape the
containment system before cleanup occurs. Immediately provide adequate secondary containment for all
aboveground petroleum storage containers larger than 55 gallons.
This is a Class II violation.
613
CFR 112.7(c) Failure to provide appropriate secondary containment, diversionary structures or equipment.
The diked area holding the 10,000 gallon diesel tank appears to have potential escape routes for the diesel in the
event of a release from the primary tank. The seals for the underground pipes appear to be damaged, allowing for
liquid to flow into the piped area. A broken cap for an unknown purpose was also observed in the diked area
allowing for the possible escape of diesel in the event of a release from the primary containment . A facility shall
provide appropriate containment and/or diversionary structures or equipment to prevent a discharge. The entire
containment system, including walls and floor, must be capable of containing oil and must be constructed so that
any discharge from a primary containment system will not escape the containment system before cleanup occurs.
Immediately provide adequate secondary containment for all aboveground petroleum storage containers larger than
55 gallons.
This is a minor violation.
FA0003822 PR0528253 SCO01 07/16/2018
EHD 28-01 Rev. 11/07/2017 Page 5 of 8 Aboveground Petroleum Storage Act OIR
1868 E.
