3 Project Objectives
3.1 Project Task/Sampling Objectives
The U.S. EPA directed the START to prepare this FSP to further evaluate environmental
conditions at the subject property. A better understanding of environmental conditions will
enable the CSRA to make decisions regarding redevelopment of the property for commercial
use.
Soil and groundwater sampling followed by laboratory analysis will be implemented to
accomplish the project objectives. Specific sampling objectives include the following:
• Assess potential contamination to soil on the site.
• Assess potential contamination to groundwater on the site.
Analytical data collected as part of this TBA will be used to answer the following site specific
study questions:
• Are the COPCs present at concentrations that exceed site specific action levels in soil?
• Are the COPCs present at concentrations that exceed site specific action levels in
groundwater?
3.2 Action Levels
• Site specific action levels proposed for COPCs at this site are based upon established
general screening levels by regulatory agencies in the region for many of the COPCs. The
data collected during this project will be used to evaluate the El Concilio No. 1 Site and
develop site-specific clean-up goals. The lowest established screening levels will be used
as the minimum standard for laboratory reporting limits for the COPCs. Each COPC is
presented in Tables 1 and 2 with its relevant screening levels.
The following screening levels were reviewed to determine the lowest action level for the
COPCs:
• U.S. EPA Industrial Regional Screening Levels, December 2009(soil only)
• U.S. EPA Maximum Contaminant Levels, December 2009(groundwater only)
• California Regional Water Quality Control Board Industrial Environmental Screening
Level,May 2008 (soil and groundwater)
• California EPA California Human Health Screening Levels,January 2005 (soil only)
A summary of available actions levels with the lowest action levels highlighted in bold for this
project is presented in Tables 1 and 2 (Appendix B).
14.002693.1401.OIBR 3-1
EI Co ilio No.I
