Plecnik on June 7, 1999 for the above referenced site:
1) Section 2 states "I propose that a small pressure (about 3 psi) be applied in the
annular space only, to separate the primary tank from the secondary tank and
facilitate the movement of water in the annular space down to the lowest points"
PHS/EHD requires that the pressure be maintained using a tamper proof device and
that all openings to the tank be fitted with tamper proof devices. PHS/EHD
recommends removal of the UST if the UST cannot maintain 3 psi for 24 hours.
2) Section 2 states "After this pressure has been applied for a period of 24 hours, drill
three or four small holes (about lh inches in diameter) in the primary tank wall at the
location of the ribs to accelerate the removal of all the water from the annular space.
PHS/EHD recommends that the holes be drilled at the rib located at the lowest
point of the UST as determined by a level sensing device placed on the floor of the
primary tank.
3) Section 2 states "Allow approximately 24 hours for the water to drain through these
'h inch holes. Upon completion of this time period, repair the lh inch diameter
holes... "
PHS/EHD requires that tamper proof covers be placed on all tank openings during
the 24 hour period. PHS/EHD recommends that the repair of the holes be
conducted only after an additional 48 hour quiescent period to determine if
additional water enters the primary UST through the holes. Tamper proof covers
should be used during this quiescent period.
A Division of San Joaquin County Health Care Services
