Anderson St., Stockton Program: HW <br /> SUMMARY <br /> CLASS C CLASS II,or MINOR-Notice to Com I <br /> This report supersedes the "Checklist Only" report left on site on 10/20/2011. <br /> 128. Bills of lading for the recycling of used oil filters for the last three years were not found on site. A <br /> copy of each bill of lading must be kept on site for at least three years. <br /> * Immediately locate a copy of all bills of lading for used oil filters for the last three years, maintain them <br /> on site, and submit copies to the EH by 11/27/2011. <br /> 301 (Repeat). Sandblast wastes from the exterior sandblaster on the ground were not contained to <br /> prevent release to the environment, paint dusts were found on the floor of the two paint booths, and <br /> absorbent and metal shavings were found on the floor in the Machine Shop. Facilities shall be <br /> maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to <br /> air, soil, or surface water which could threaten human health or the environment. (See also Item # 108 <br /> on Page 4) <br /> * Immediately make a hazardous waste determination of the above wastes, and manage according to <br /> Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining <br /> how this waste was managed, and what measure you have implemented to prevent the future release of <br /> hazardous waste to the environment (i.e. containment to prevent exterior sandblast wastes from drifting <br /> off to the environment) by 11/27/2011. <br /> 404 (Repeat). One 55-gallon drum of used oil at the north side of the Fab Shop, and two 55-gallon <br /> drums of paint waste in a bin outside the paint booths (see Item #108) were not closed. All hazardous <br /> waste containers shall be closed at all times except when adding or removing waste. <br /> * Immediately close the container, and ensure all hazardous waste containers are closed when not <br /> adding or removing waste. (The drum by the Fab Shop was corrected on site.) <br /> 407. Four empty 55-gallon acetone containers at the northwest corner of the Willabrator/Fab Shop and <br /> 45 empty 55-gallon hazardous waste containers on racks at the northeast corner of the building had no <br /> marking of the date when the container first became empty. Containers larger than five gallons that <br /> previously held a hazardous material shall be marked with the date they were emptied and managed <br /> within one year of being emptied. <br /> * Immediately mark and manage all empty containers per this section, and provide evidence of <br /> correction by 11/27/2011. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector: Received By Title: <br /> Jeffrey Wong (209) 468-0335 }j ;j <br /> EHD 23-02-003 Rev 07/12/11 /D/Z /�D�' CONTINUATION FORM <br />
