0 <br />Sims Metal Management <br />Emergency Response <br />June 2010 <br />and provide that information to all Sims Metal Management NW and client personnel on <br />site. <br />Response to a Release of Hazardous Materials 1 Wastes <br />5.1 Inform the Emergency Coordinator that an emergency has occurred involving a <br />release of product. He should be informed of the approximate quantity, type of <br />material, and whether the release has or has not been corrected. <br />5.2 The Emergency Coordinator will evaluate the release and determine if local or <br />state agencies must be dispatched for an emergency response. <br />5.3 Evacuate the immediate area in accordance with the North American Emergency <br />Response Guidebook guidelines for distance to an up -wind, up -hill location from <br />the discharge. Evacuation is not necessary if the released product is known and <br />poses no threat. Evacuation is mandatory for all releases of unknown materials. <br />5.4 Take a head count to ensure all Sims Metal Management NW's employees at the <br />release site are accounted for. <br />5.5 If necessary, an outside emergency contractor (EC) will be called to contain the <br />spill if needed. <br />5.6 The contractor personnel will be available to the Sims Metal Management NW to <br />initiate or aid in release abatement or mitigation as the client requests. <br />5.7 If the contractor assumes the lead role, a qualified Field Services Manager in <br />accordance with OSHA 29 CFR 1910.120 will handle the project, guidelines for <br />hazardous material operations. The EC will further determine which agencies are <br />appropriate for notification at this point. <br />5.8 Measures must be taken to prevent the occurrence of related incidents, to include <br />stopping processes, process equipment, or operations, collection and <br />containment of released waste, removal or isolation of containers, et cetera as <br />needed. <br />5.9 If operations are halted in response to an emergency and it is necessary, the site <br />should be inspected for damages immediately after the emergency condition is <br />resolved. <br />5.10 The treatment, storage, and 1 or disposal of recovered waste must be addressed <br />and provided for as necessary immediately following the emergency. <br />5.11 Unless directed to do otherwise by Sims Metal Management NW, the contractor <br />will affect clean up of the site immediately following the emergency. <br />5.12 All emergency equipment will be decontaminated, cleaned, inspected, and <br />replaced if needed for use prior to resuming operations. Notify the SHEC <br />Coordinator prior to resuming operations. <br />101 <br />
