Aurora St., Stockton Program: HW <br />SUMMARY OF VIOLATIONS <br />LASS I, CLASS II, or MINOR -Notice to Co <br />ROUTINE HAZARDOUS WASTE GENERATOR INSPECTION <br />"Inspection conducted on August 18, 2011. Report completed on August 23, 2011. Checklist left on <br />site at time of inspection. Removed violation #999. <br />Class II violations: (11, 27, 30, 79, 83) <br />11. The car crusher was observed leaking oil onto the machine, the secondary containment, and the <br />ground. According to the facility contact, this machine has not been used in four years. Facilities shall <br />be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br />waste to air, soil, or surface water which could threaten human health or the environment. Immediately <br />clean the stained areas, manage according to Title 22 hazardous waste regulations, and take all <br />necessary steps to prevent further leaking in the future. Submit a statement and supporting <br />documentation explaining how this waste was managed by September 23, 2011. <br />REPEAT VIOLATION <br />27. Two 5 gallon buckets of contaminated soil were observed in the wash area without lids. Two drain <br />carts of used oil were observed in the appliance recycling area without labels; according to the facility <br />contact, they were last used four days ago. All hazardous waste containers shall be closed at all times <br />except when adding or removing waste. Immediately close these containers and ensure all hazardous <br />waste containers are closed when not adding or removing waste. <br />REPEAT VIOLATION <br />30. A 55 gallon black steel drum which previously contained hot oil waste was observed empty without <br />proper labeling. Containers larger than five gallons that previously held a hazardous material shall be <br />marked as empty with the date they were emptied and managed within one year of being emptied. <br />Immediately mark and manage all empty containers per this section. <br />REPEAT VIOLATION <br />79. Used fluorescent bulbs were observed in the storage container by the auto crusher stored in open <br />buckets, drums, and uncontainenzed. A box of used fluorescent bulbs was observed open. Universal <br />waste lamps shall be contained in a closed container or package that is structurally sound, adequate to <br />prevent breakage, and compatible with the contents of the lamp. Immediately containerize all universal <br />waste fluorescent lamps/bulbs in accordance with Title 22 regulations. <br />REPEAT VIOLATION <br />I ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
